New Delhi: The central government has confirmed that no paper leaks have been reported in any exams conducted by the Union Public Service Commission (UPSC) or the Staff Selection Commission (SSC) over the past five years, from 2021 to 2026. The announcement was made in a written reply in the Rajya Sabha in response to questions regarding the security of recruitment examinations.
Exams Conducted with High Transparency and Security
Union Minister Jitendra Singh stated that UPSC and SSC exams are conducted with the highest levels of transparency and security. Strict regulations, digital technologies, and new legislation ensure the integrity of the recruitment process and prevent any malpractice.
The UPSC is responsible for selecting senior officers, including IAS and IPS officers, while the SSC recruits for Group B and C positions across central government departments. Millions of candidates appear for these exams annually, making robust security measures essential.

Legal and Technological Measures Against Paper Leaks
To safeguard the examination process, the government highlighted the Public Examinations (Prevention of Unfair Means) Act, 2024, which was enacted to eliminate malpractices such as paper leaks and cheating. Under this law, offenders can face up to 10 years in prison and a fine of up to ₹1 crore, serving as a strong deterrent against attempts to compromise exams.
Additionally, the government plans to employ new technologies, including computer-based tests (CBT) and digitally coded question papers, to further enhance exam security. These measures are expected to eliminate paper leak risks and ensure faster declaration of results for candidates.

The statement from the government reassures aspirants that the selection process remains merit-based and that their preparation will be fairly assessed. By maintaining strict security protocols and legal safeguards, the government aims to strengthen trust in UPSC and SSC examinations and reduce stress caused by fears of paper leaks.
