Lucknow: Uttar Pradesh has emerged as a revenue-surplus state with its economy expanding to ₹36 lakh crore, Chief Minister Yogi Adityanath said while speaking in the Legislative Council during the discussion on the Motion of Thanks to the Governor’s Address.
The Chief Minister credited fiscal discipline, curbing tax evasion, agricultural reforms, and policy-driven growth for the state’s rapid economic transformation since 2017.
Uttar Pradesh Economy Grows from ₹13 Lakh Crore to ₹36 Lakh Crore
CM Yogi stated that in 2017, Uttar Pradesh’s Gross State Domestic Product (GSDP) stood at ₹13 lakh crore — a milestone achieved over 70 years since Independence. However, in the last 8 to 8.5 years, an additional ₹23 lakh crore has been added.
Today, the state’s economy has reached ₹36 lakh crore.
He noted that Uttar Pradesh’s share in the national economy had declined from 14% at Independence to 8% in 2016-17, but has now improved to 9.5%.
No New Taxes, Stronger Revenue Management
The Chief Minister emphasized that the economic growth was achieved without imposing additional taxes on the public. Instead, the government focused on:
- Curbing tax evasion
- Preventing revenue leakages
- Strengthening fiscal discipline
He also highlighted that the state has significantly improved its Credit-Deposit (CD) ratio — from 43% before 2017 to 61–62% today — ensuring greater financial utilization for youth and traders.
Over the past five years, Uttar Pradesh has maintained revenue surplus status, reflecting a balanced development model.
Farmers at the Center of Economic Transformation
CM Yogi said agriculture has witnessed a major turnaround. Before 2017, farmers faced high input costs, low production, and dominance of middlemen. Today, under the “double-engine government,” costs have reduced and production has increased.
Key highlights include:
- Agricultural growth rising from 8.5% to 18.5%
- 21% of India’s food grains produced with just 11% of national agricultural land
- ₹95,000 crore transferred to farmers under PM-Kisan Samman Nidhi
- Transparent MSP procurement with direct DBT payments
The government is promoting value-added agriculture through:
- FPOs (Farmer Producer Organizations)
- Agri-startups
- Drone Didi initiative
- Food processing units
Sugarcane, Dairy and Ethanol Sector Expansion
Uttar Pradesh produces 55% of the country’s sugarcane. Between 2000 and 2017, ₹2.14 lakh crore was paid to sugarcane farmers, whereas ₹3.06 lakh crore has been paid in the past 8.5 years alone.
Other achievements include:
- 122 operational sugar mills
- Sugarcane price increased to ₹400 per quintal
- Ethanol production rising from 41 crore litres to 182 crore litres
- Strengthened ethanol-blended petrol programme
The state is also a leader in milk production, and fish production has more than doubled.
Strengthened Agricultural Infrastructure
Major steps taken to modernize agriculture include:
- 89 Krishi Vigyan Kendras operational
- Expansion of mandis and rural roads
- Development of expressways and logistics parks
- Completion of 31 irrigation projects
- Solar pumps under PM-KUSUM scheme
- Free electricity for tube-wells
An Agriculture and Technology University is being developed in Kushinagar, and a Seed Park named after Chaudhary Charan Singh is coming up in Lucknow.
Loan approvals through Kisan Credit Cards (KCC) have been reduced from weeks to just five minutes, and an AI-based agriculture platform is being introduced to provide localized farming information.
Focus on MSMEs and Traditional Enterprises
The Chief Minister said that earlier governments followed a “colonial mindset” toward farmers and MSMEs. Today, under Prime Minister Narendra Modi’s leadership, farmers, artisans, and traditional entrepreneurs are being strengthened.
He reiterated that every village once functioned as a basic economic unit under Gram Swaraj, and the government aims to revive that spirit by integrating agriculture, livestock, handicrafts, and trade.
Balanced Growth with Fiscal Discipline
CM Yogi concluded that Uttar Pradesh has moved toward sustainable economic growth through a combination of fiscal discipline, farmer empowerment, technological innovation, and infrastructure expansion.
With strong agricultural performance, improved financial indicators, and revenue surplus status, Uttar Pradesh is positioning itself as one of India’s fastest-growing state economies.
