Lucknow: The Yogi Adityanath-led Uttar Pradesh government has carried out a significant administrative reshuffle, transferring seven IAS officers and 22 PCS officers in a single move. The transfers, announced on Tuesday, are part of the government’s continued efforts to strengthen law and order, governance efficiency, and development administration across key districts of the state.
The reshuffle has brought major changes in districts such as Deoria, Kanpur Dehat, Sultanpur, Mathura, and Ghaziabad, affecting crucial positions including Chief Development Officers (CDOs), Special Secretaries, and heads of development authorities.
Key IAS Transfers Announced by the State Government
According to the official transfer list issued by the Uttar Pradesh government –
Ankur Kaushik, CDO of Sultanpur, has been appointed Chief Executive Officer (CEO), Uttar Pradesh Rural Roads Development Agency (UPRRDA).
Pratyush Pandey, CDO of Deoria, has been made Special Secretary, Coordination Department, along with the responsibility of Additional Project Coordinator, UP DASP.
Rajesh Kumar Singh, Secretary of the Ghaziabad Development Authority, has been appointed Chief Development Officer, Deoria.
Vinay Kumar Singh, Additional District Magistrate (Administration), Bijnor, has been posted as CDO, Sultanpur.
Shyam Bahadur Singh, Vice Chairman of the Mathura-Vrindavan Development Authority, has been appointed Special Secretary, Irrigation and Water Resources Department.
Lakshmi N., CDO of Kanpur Dehat, has been appointed Vice Chairperson, Mathura-Vrindavan Development Authority.
Vidhan Jaiswal, Examination Controller of the Uttar Pradesh Subordinate Services Selection Commission, has been posted as CDO, Kanpur Dehat.
Major Changes in Deoria, Kanpur Dehat and Mathura
The reshuffle has resulted in major administrative changes in Deoria and Kanpur Dehat, with new CDOs taking charge in both districts. In the Mathura-Vrindavan region, which holds immense religious and tourism significance, the appointment of IAS Lakshmi N. as Vice Chairperson of the Development Authority is seen as a strategic move to boost infrastructure and planned development.
Important Departments Get New Leadership
Some of the transferred officers have been assigned responsibilities in key and sensitive departments.
- The appointment of Shyam Bahadur Singh as Special Secretary, Irrigation and Water Resources is considered crucial, given the department’s role in water management and agricultural support.
- Ankur Kaushik’s posting as CEO of UPRRDA is also significant, as the agency plays a vital role in improving rural road connectivity across Uttar Pradesh.
PCS Officer Transfer in Lucknow
Along with IAS officers, PCS officers have also been reshuffled.
Namrata Singh, Additional Commissioner, Lucknow Municipal Corporation, has been appointed Additional District Magistrate (Land/Revenue), Lucknow.
Possibility of More Transfers Ahead
It is noteworthy that the government had transferred two IAS officers just a few days earlier.
- IAS Rajesh Kumar was appointed Additional CEO, Yamuna Expressway Industrial Development Authority (YEIDA).
- IAS Devi Prasad Pal was given charge as CDO, Chitrakoot.
Sources indicate that more IAS and IPS transfers may take place before the New Year, suggesting continued administrative fine-tuning by the state government.

Who Is IAS Pratyush Pandey?
IAS Pratyush Pandey is among the notable officers included in the latest transfer list. He is an alumnus of IIT Kanpur and IIM Ahmedabad. In a remarkable achievement, he cleared the UPSC Civil Services Examination in his very first attempt, securing the 21st rank. He completed his MBA in March 2019 and joined the Indian Administrative Service the same year.
