In a significant move toward sustainable urban development, the Uttar Pradesh government has approved the ‘Urban Green Policy’ to enhance greenery, reduce the effects of climate change, and improve the quality of life across the state’s municipalities. The policy, proposed by the Urban Development Department, will be implemented in three distinct phases to ensure widespread and systematic execution.
Three-Tier Implementation: City, Neighbourhood, and Building Levels
The policy envisions the development of green infrastructure at three levels. At the city level, dense mini-forests will be created using the Miyawaki method, which enables fast-growing green zones in urban areas. At the neighbourhood level, parks and community green zones will be developed to provide public green spaces. At the building level, all new constructions will be required to follow green building standards, incorporating features such as rooftop gardens, energy-efficient technology, and eco-friendly materials.
Green Star Ratings to Promote Eco-Conscious Urban Governance
To track and incentivize environmental progress, a ‘Green City Monitoring System’ will be introduced. This system will assign ‘green star ratings’ to cities based on their environmental initiatives and green infrastructure. Officials believe this will create healthy competition among municipalities, motivating them to adopt greener practices.
Climate Resilience Through Vertical Gardens and Rooftop Plantations
Special emphasis has been placed on vertical gardens, rooftop gardens, and Miyawaki forests as part of the effort to lower urban temperatures, improve air quality, and increase oxygen levels. These features are expected to not only beautify cities but also make them more climate-resilient.
Three-Phase Rollout to Cover Entire State by 2030
The implementation of the policy will occur in three phases:
- Phase 1 (2025–2027): Focus on smart cities and major metro areas.
- Phase 2 (2027–2030): Expansion to cities with populations over one lakh.
- Phase 3 (Post-2030): Inclusion of all municipalities and nagar panchayats across Uttar Pradesh.
