Dehradun: The transport sector reforms introduced by the Uttarakhand government are yielding significant results. The Central Government has appreciated the state’s technology-driven initiatives and approved a total incentive grant of ₹125.11 crore under the Special Assistance to States for Capital Investment (SASCI) Scheme 2025-26.
Out of this, ₹105.11 crore has been sanctioned under the 2025-26 plan, while an additional ₹20 crore has been approved for reforms implemented before April. The incentive amount has been granted to the Transport Department, Uttarakhand, recognizing its rapid adoption of advanced technology and transparent systems.
Chief Minister Pushkar Singh Dhami said the state is prioritizing technology-based reforms to strengthen road safety and enhance transparency in transport governance.
Uttarakhand Becomes First State to Collect Green Cess via ANPR Cameras
In a major achievement, Uttarakhand has become the first state in India to collect Green Cess through Automatic Number Plate Recognition (ANPR) cameras.
Under this system:
- Vehicles are not required to stop.
- Green Cess is automatically deducted from the vehicle’s FASTag wallet.
- The amount is directly transferred to the designated account.
This seamless digital collection system ensures transparency, efficiency, and environmental compliance.
Electronic Enforcement Strengthening Road Safety
To improve road safety, the state government has implemented Electronic Enforcement Systems at high-risk, high-density, and critical junctions.
Key Highlights:
- ANPR cameras installed at accident-prone areas.
- Integration with Traffic Control Rooms and e-Challan systems.
- 20 new ANPR locations installed by December 2025 (FY 2025-26).
- Total 37 locations across the state now covered.
Through these systems, more than 5,000 challans are issued daily for violations such as:
- Triple riding
- Over-speeding
- Riding without helmet
The initiative aims to reduce accidents and ensure strict traffic law enforcement.
Vehicle Scrappage Policy Promoting Environmental Protection
The state is also actively implementing the Vehicle Scrappage Policy to reduce pollution and encourage responsible vehicle disposal.
Benefits Under the Policy:
- Old vehicles scrapped at registered centers receive a certificate.
- Up to 50% road tax rebate on purchasing new vehicles.
So far:
- 564 government vehicles scrapped
- 5,861 private vehicles scrapped
- Total 6,425 vehicles processed
- ₹9.58 crore incentive approved under the scheme
The policy not only supports environmental conservation but also modernizes the vehicle fleet in the state.
Boost to Automated Testing Stations (ATS)
The government is also promoting the establishment of Automated Testing Stations (ATS) to ensure vehicle fitness and compliance.
- Two ATS facilities have received Preliminary Registration Certificates (PRC).
- The state has received ₹2.5 crore incentive for this initiative.
Focus on Smart and Safe Transport Infrastructure
CM Pushkar Singh Dhami emphasized that electronic enforcement and the scrappage policy will help reduce accidents while promoting environmental sustainability.
The ₹125 crore incentive from the Central Government will further accelerate Uttarakhand’s journey toward building a smart, transparent, and safe transport ecosystem.
With technology-driven governance, Uttarakhand is emerging as a model state in modern transport reforms across India.
