Dehradun: Uttarakhand Chief Minister Pushkar Singh Dhami graced the closing ceremony of the Uttarakhand Premier League (UPL) 2025 as the Chief Guest on Sunday. Held to celebrate the successful conclusion of the tournament, the event also became a platform for the CM to make several significant announcements related to the state’s sports ecosystem.
Haridwar Elmas Crowned Champions of UPL 2025
The highlight of the evening was the final match of UPL 2, where Haridwar Elmas emerged victorious. CM Dhami personally handed over the championship trophy to the winning team. Congratulating all participating teams, he emphasized the importance of sportsmanship and urged the players who fell short of victory to continue their efforts with dedication and discipline.
“Victory and defeat are a part of the game, but what truly matters is your spirit, your determination, and your continuous hard work,” he said, motivating young athletes in attendance.
Sports: A Crucial Path for Youth Empowerment
Reinforcing the significance of sports in youth development, the Chief Minister stated, “Sports play a vital role not just in physical and mental well-being but also in cultivating qualities like discipline, teamwork, and perseverance among the youth.”
He acknowledged the efforts of Prime Minister Narendra Modi, crediting his vision for programs like Khelo India and Fit India Movement, which have laid the foundation for a robust sporting culture in the country.
Recognition for Women Athletes in Uttarakhand
CM Dhami expressed happiness over the growing participation of women cricketers in the UPL, highlighting that four women’s teams had performed impressively this season. He termed their participation a “milestone” for gender representation in sports.
He also proudly mentioned the achievements of Raghavi Bisht, Prema Rawat, and Nandini Kashyap, three young women cricketers from the state who have made it to the Indian squad for the upcoming series in New Zealand, following outstanding performances in national-level tournaments under the BCCI Under-19 category.
Why Is Uttarakhand Talent Playing for Other States? CM Raises Concern
The CM raised a pertinent issue — the migration of sporting talent from Uttarakhand to other states. “Why are our players representing other states in tournaments like IPL?” he asked, directing officials of the Cricket Association of Uttarakhand to ensure that the state builds one of the strongest domestic teams in the country.
“Our government is committed to nurturing a vibrant sports culture in Uttarakhand and creating opportunities that retain and develop local talent,” he added.
Uttarakhand to Get 23 Sports Academies Across 8 Major Cities
In a major announcement, CM Dhami revealed that the state will soon roll out a Sports Legacy Plan, under which 23 new sports academies will be established across eight major cities in Uttarakhand. These will offer annual high-level training to 920 world-class athletes and 1,000 other players, enhancing their chances of national and international success.
First Sports University in Haldwani and Women’s Sports College in Lohaghat
The CM also shared plans for setting up Uttarakhand’s first Sports University in Haldwani and a Women’s Sports College in Lohaghat, reinforcing the state’s dedication to holistic sports development and inclusivity.
Comprehensive Sports Policy and Incentives for Medal Winners
Highlighting the government’s commitment, CM Dhami talked about the implementation of a new Sports Policy in Uttarakhand. Key features include:
- Out-of-turn government jobs for national and international medal winners
- CM Sports Development Fund
- CM Player Incentive Scheme
- CM Emerging Player Scheme
- Sports Kit Scheme for young athletes

Uttarakhand Shines at National Games: 103 Medals Won
The Chief Minister celebrated the success of the state at the 38th National Games, which were held in Uttarakhand earlier this year. Local athletes made history by securing 103 medals, boosting the state’s reputation as not just Devbhoomi (Land of the Gods) but also Khelbhoomi (Land of Sports).
Uttarakhand Emerging as a Hub for International Sporting Events
Concluding his speech, CM Dhami remarked that Uttarakhand is now being recognized as a key player in India’s sports landscape. “Our goal is to make Uttarakhand a global hub for sports, not just by developing infrastructure but by nurturing talent at every level,” he asserted.
