Kolkata: The Election Commission of India (ECI) on Friday appointed retired Indian Police Service (IPS) officer N.K. Mishra as the Special Observer to oversee the ongoing Special Intensive Revision (SIR) of electoral rolls in West Bengal ahead of the 2026 Legislative Assembly elections.

The appointment aims to ensure that the revision exercise, which began in December last year, is conducted strictly in accordance with the guidelines issued by the Election Commission. Mishra’s role will also include monitoring poll preparedness and providing recommendations to the Commission on necessary actions.

Role and Responsibilities as EC Special Observer

In his communication regarding the appointment, ECI Under Secretary M.L. Meena emphasized that Mishra will exercise full authority to ensure compliance with Commission directives during the SIR exercise.

The Special Observer will:

  • Oversee the Special Intensive Revision of the electoral roll in West Bengal.
  • Monitor poll preparedness and the conduct of the upcoming 2026 West Bengal Assembly elections.
  • Provide inputs and recommendations to the Election Commission for necessary action.

Coordinate all visits with the Chief Electoral Officer (CEO) of West Bengal, Manoj Kumar Agarwal, who will provide necessary facilitation, materials, and protocol support.

Refrain from issuing appreciation letters to any election-related official; instead, any commendation proposals must be formally submitted to the Commission with full justification.

The extended deadline for hearing sessions on claims and objections regarding the draft voter list will expire on February 15, while the scrutiny of documents submitted during hearings will continue until February 21. The final voters’ list is scheduled to be published on February 28, marking the completion of the SIR exercise.
