Mumbai: Senior IAS officer Iqbal Singh Chahal (IAS:1989:MH), who narrowly missed the post of Maharashtra Chief Secretary multiple times, has been appointed as Chairman of the Mumbai Police Housing Township Project with the rank of Minister of State (MoS). Chahal will assume office from February 1, 2026, with a tenure of five years.
This appointment marks a significant post-retirement assignment for Chahal, making him the second senior bureaucrat in the current Maharashtra government to receive an MoS-rank post after retirement, following Praveen Pardeshi, who was appointed Chief Economic Adviser to the Chief Minister and CEO of the Maharashtra Institution for Transformation (MITRA).

Iqbal Singh Chahal, born on January 20, 1966, is a 1989-batch IAS officer of the Maharashtra cadre with a B.E. in Electronics. He has served in various critical roles at both the state and central levels, including:
- Collector of Thane and Chhatrapati Sambhajinagar (Aurangabad)
- Joint Secretary in the Ministry of Home Affairs, Ministry of Women & Child Development, and Ministry of Panchayati Raj
- Principal Secretary, Water Resources Department and Urban Development Department, Maharashtra
Commissioner, Brihanmumbai Municipal Corporation (BMC, 2020–2024), where he led the administration during the COVID-19 pandemic with the celebrated “Mumbai Model” of decentralized ward-level pandemic management and oxygen supply strategy

Missed Opportunities and Bureaucratic Politics
Despite his seniority and exemplary track record, Chahal missed the Chief Secretary post on several occasions:
- During the retirement of Sujata Saunik (IAS:1987:MH) in June 2025, Chahal was among the frontrunners but was bypassed in favor of Rajesh Kumar Meena (IAS:1988:MH).
- When Meena’s tenure ended, Chahal again figured in the shortlist, but the state government repatriated Rajesh Aggarwal (IAS:1989:MH) from central deputation and appointed him Chief Secretary in November 2025.
Multiple senior officers of the 1990 batch, including Bhushan Gagrani, Anil Diggikar, Deepak Kapoor, and O.P. Gupta, also lost the opportunity due to these administrative decisions.

Chahal’s career has been marked by notable accomplishments:
- Mumbai Model of COVID-19 Management: Developed decentralized ward-level war rooms, private hospital partnerships, and slum screening programs in Dharavi; recognized by the Supreme Court of India for oxygen management.
