Hyderabad, Telangana: The 2001 batch senior IAS officer of Telangana cadre, Ms Smita Sabharwal, who recently faced police summons for reposting an AI-generated image related to environmental concerns near Hyderabad Central University, has been transferred by the Telangana government. On Sunday, the state government transferred Sabharwal, along with 19 other officers, to new positions.
Sabharwal, currently serving as the Special Chief Secretary for Youth Advancement, Tourism & Culture (YAT&C), and Director of Archaeology, has been appointed as the Member Secretary of the Telangana Finance Commission. This marks a return to a post she held before her transfer to YAT&C in November 2024.
The Controversial Post
Smita Sabharwal’s transfer follows her involvement in a social media controversy. On March 31, Sabharwal reshared an AI-generated image on X, depicting earth-moving equipment alongside animals like deer and a peacock. The image was in the context of the ongoing controversy surrounding a proposal to auction a 400-acre land near the University of Hyderabad (UoH) for urban infrastructure development, including an IT park. The move has sparked protests from student bodies and environmentalists, who have raised concerns about the ecological impact. The Telangana government, led by the Revanth Reddy-led Congress administration, insists that the land in question is government-owned.
The police had summoned Sabharwal for questioning, questioning the “selective targeting” of her post, considering that over 2,000 people had shared the same content. Sabharwal had voiced her concerns regarding the police action, drawing attention to the apparent inconsistency in enforcement.
Disability Quota Remarks
Earlier, Ms Sabharwal was also involved in another controversy when she expressed her opinion on the Disability Quota.
In July 2024, she questioned the necessity of a disability quota in civil services, suggesting that the nature of the services requires physical fitness. Her comments led to criticism and a police complaint for being insensitive towards the differently-abled community.
Smita Sabharwal’s Career and Contributions
Ms Sabharwal is renowned for her dynamic leadership and commitment to public service. Born on June 19, 1977, in Darjeeling, West Bengal, Sabharwal belongs to the Telangana cadre. She was the first female officer to be appointed to the Chief Minister’s Office (CMO) in Telangana, where she played a crucial role under the previous BRS government. After the Congress came to power, she was reassigned to the Telangana Finance Commission.
Sabharwal is known for her innovative approach to administration, especially in improving public services. She was instrumental in launching the “Fund your City” initiative as the Municipal Commissioner of Warangal, which brought in public-private partnerships to develop public infrastructure such as traffic junctions, parks, and foot-overbridges.
Her work as District Collector in Karimnagar was particularly notable. She introduced the “Ammalalana” health initiative to improve institutional deliveries, which became a model for other regions in India. Her efforts in enhancing healthcare and education also earned her significant recognition, including a nomination for the Prime Minister’s Award for Excellence in Public Administration.
During her tenure in Kurnool, Medak, and other districts, Sabharwal used technology to streamline public administration. Her monitoring of government doctors through Skype and performance tracking of schools through specially designed software helped elevate the districts she served.
