New Delhi/Chennai: The Ministry of Home Affairs (MHA) has cancelled the central deputation appointment of senior Indian Police Service (IPS) officer V. Balakrishnan of the Tamil Nadu cadre and imposed a five-year bar on his central deputation and foreign assignments, citing his failure to join the approved posting with the Border Security Force (BSF).
MHA Cancels BSF Appointment
According to an official order issued by the MHA on January 2, 2026, the competent authority approved the cancellation of Balakrishnan’s appointment as Inspector General (IG) in the BSF, which had earlier been conveyed on June 20, 2025.
The order states that the cancellation was necessitated as the officer did not assume charge of the deputation post within the stipulated time.
Five-Year Debarment Under IPS Tenure Policy
The MHA further clarified that the decision to debar the officer from central deputation and foreign assignments for five years has been taken under Paragraph 17 of the IPS Tenure Policy. This provision applies to IPS officers who fail to join approved central deputation assignments without valid or acceptable reasons.
Such debarment restricts the officer from being considered for any posting under the Central Government, including foreign assignments, during the penalty period.
Communication Sent to Tamil Nadu Government
The Ministry has formally communicated its decision to the Government of Tamil Nadu for necessary administrative follow-up. Balakrishnan continues to serve in the state cadre, with no impact on his current posting following the central deputation cancellation.
Officer’s Current Posting
As of January 2026, V. Balakrishnan, a 2003-batch IPS officer, is serving as the Inspector General of Police (IGP), Central Zone, headquartered in Tiruchirappalli. He previously served as the Commissioner of Police, Coimbatore City, until early 2026.
Early Life and Educational Background
Balakrishnan hails from Kanyakumari district and comes from an agricultural family. Notably, he was the first graduate in his family, a milestone that shaped his academic and professional journey.
He holds:
- A postgraduate degree in Agricultural Science
- An M.A. in Human Rights from University College London (UCL)
Before joining the IPS, he served in two other civil services—the Indian Information Service (IIS) and the Indian Railway Accounts Service (IRAS)—making his career trajectory relatively uncommon.
Key Career Postings in Tamil Nadu
Over the years, Balakrishnan has held several important field and leadership positions, including:
- Superintendent of Police (SP) in Madurai, Tiruvannamalai, Tiruppur, and Theni
- Commissioner of Police, Coimbatore City
- Inspector General of Police, Central Zone, Tiruchirappalli
He is widely known within policing circles for his community-oriented approach and focus on crimes against women and children.
Notable Policing Initiatives
Balakrishnan has been credited with several innovative initiatives during his tenure:
Police Boys and Girls Clubs:
Introduced in schools in Tiruchirappalli to prevent underage marriages and promote cybersecurity awareness among students.
Transgender Inclusion in Policing:
In 2014, while serving in Madurai, he facilitated the recruitment of transgender persons into the Police Home Guards, a move that predated the Supreme Court’s directions on transgender inclusion.
Evidence-Based Policing:
Implemented GIS-based crime mapping to identify hotspots for crimes against women and introduced special police beats to improve response and prevention.
Central Deputation Episode
In June 2025, Balakrishnan was cleared for central deputation and appointed as Inspector General in the Border Security Force. However, official records later reflected the cancellation of this deputation due to his non-joining, eventually leading to the punitive action under the IPS Tenure Policy.
Literary, Digital, and Social Contributions
Beyond policing, Balakrishnan has been active in intellectual and social spheres:
Author:
He authored Travel Tales of a Cop, a book comparing policing practices in India and the United Kingdom.
Poetry:
He writes poetry in the pudhukavithai (modern Tamil poetry) style.
Digital Presence:
He is active on social media under the handle “BeyondTheBadgeByBalki”, where he shares content on etymology, policing, and community safety.
Advisory Role:
He serves as an advisor to the NCORE Foundation, which focuses on cyber rehabilitation and empowerment initiatives.
Significance of the Decision
The MHA’s action underscores the strict enforcement of central deputation norms under the IPS Tenure Policy. Failure to comply with approved deputation postings, even by senior officers with strong service records, can invite long-term career consequences at the central level.
