Serving India Across Terrains: Arun Mahesh Babu’s Journey from Forests to Vadodara

Arun Mahesh Babu is one such officer. A 2013-batch IAS officer of the Gujarat cadre, he currently serves as the Municipal Commissioner of Vadodara.

His journey is not linear. It moves across forests, tribal districts, renewable energy projects, and now one of Gujarat’s fastest-growing cities. From the ground realities of Odisha’s hinterlands to the ambitious clean energy landscape of Kutch, and now urban governance in Vadodara—his career reflects both range and depth.

At the core of it all lies a simple idea: governance must make life better, every single day.

CONSTANTS IN A DIVERSE CAREER

Arun Mahesh Babu’s administrative journey spans very different worlds. But his leadership philosophy has remained steady.

Across my journey, the constants in my leadership approach have been evidence-based decision-making, people-centric governance, and disciplined execution,” he told Indian Masterminds.

Whether working in district administration or managing large infrastructure systems, he focuses on data, coordination, and outcomes.

In Gujarat, he contributed to modernizing power distribution systems in North Gujarat. He also played a role in advancing the massive hybrid renewable energy park at Khavda—one of the largest in the world.

But for him, leadership is not just about projects. It is about building systems that last.

Institution-building has always been central to my work—creating systems that outlast individuals,” he said.

From SCADA networks in power systems to digital municipal services and climate-resilient infrastructure, his work reflects this long-term thinking.

BRINGING “VIKSIT BHARAT” TO CITY STREETS

As Municipal Commissioner, his challenge is different. It is not about policy alone, but about delivery.

Big national visions like Viksit Bharat 2047 must translate into everyday improvements.

Viksit Bharat becomes real for citizens when policies translate into cleaner air, smoother commutes, and better services,” he told Indian Masterminds.

In Vadodara, this means focusing on basics with precision.

Stormwater systems are being upgraded to reduce flooding. Water supply systems are being strengthened to ensure reliability. Solar initiatives and EV charging networks are being introduced to promote sustainability.

There is also a push toward digital governance—making grievance systems faster and more transparent.

For citizens, these changes may seem small. But together, they reshape daily life.

BUILDING CITIES FOR THE FUTURE

With experience in renewable energy and emerging technologies, Arun Mahesh Babu brings a systems-level approach to urban development.

He believes Indian cities must not treat sustainability as an afterthought. It must be built into planning from the start.

Cities must integrate renewable energy, clean mobility, and low-carbon infrastructure into their growth plans,” he said in his interaction with Indian Masterminds.

This is especially important in the Global South, where cities face rapid growth, high population density, and resource constraints.

His approach focuses on practical solutions—decentralized solar power, efficient public transport, and nature-based flood management.

The goal is clear: growth should not come at the cost of the environment. Instead, it should create opportunities for cleaner and more inclusive development.

SMALL ACTIONS, BIG IMPACT

Despite working on large-scale projects, Arun Mahesh Babu finds meaning in small changes.

For him, public service is not defined by one big moment. It is shaped by everyday impact.

Even small administrative actions can significantly improve someone’s daily life,” he told Indian Masterminds.

This could be restoring a water source, fixing a power line, or resolving a citizen complaint.

These actions may not make headlines. But they matter deeply to people.

They bring dignity, security, and trust in governance.

LESSONS FROM ACROSS INDIA

His journey across different regions has shaped him as a person as much as an administrator.

Growing up in Kerala taught him discipline and respect for education.

Working in Odisha’s forest and tribal regions grounded him in empathy and humility. It helped him understand the realities of vulnerable communities.

In contrast, Gujarat’s urban centres exposed him to scale and innovation.

Together, these experiences created a balanced perspective—one that combines compassion with efficiency, and ambition with sensitivity.

DISCIPLINE AS A WAY OF LIFE

Beyond administration, discipline plays a central role in his life. His background in NCC, sports, and equestrian training has shaped his mindset.

Consistency matters more than intensity, and duty must outweigh discomfort,” he shared with Indian Masterminds.

These experiences taught him resilience, focus, and calmness under pressure.

For him, discipline is not about rigidity. It is about showing up every day with purpose.

Even in challenging situations, this belief keeps him grounded.
