From Dentist’s Chair to Island Command: How Dr. S. B. Deepak Kumar Rose to Shape the Future of Lakshadweep

On 9 June 1980, in Tamil Nadu, a boy who would one day guide the governance of India’s smallest Union Territory was born. Today, that boy is Dr. S. B. Deepak Kumar, a 2005-batch officer of the Indian Administrative Service from the AGMUT cadre — one of the most diverse and demanding cadres in the country.

His early academic path did not begin in political science or public administration. It began in medicine. Dr. Deepak Kumar earned a Bachelor of Dental Surgery from Tamil Nadu Dr. M.G.R. Medical University — a professional qualification that carries the title “Doctor” in its own right. Trained to work with precision inside the smallest cavities, he would eventually shift from dental clinics to the intricate machinery of governance.

He speaks Adi, English and Hindi — a linguistic blend that mirrors the geographic sweep of the AGMUT cadre, which spans Arunachal Pradesh, Goa, Mizoram and several Union Territories. That range would later shape his administrative temperament.

ENTERING THE IAS

In 2005, Dr. Deepak Kumar joined the Indian Administrative Service under the AGMUT cadre. The cadre is known for its diversity — culturally, politically and geographically. Officers are often posted across vastly different regions, from the Northeast to island territories and the national capital.

Over the years, he built a career across Union Territories and the Government of the National Capital Territory of Delhi. Between July 2018 and March 2021, he also served on central deputation — a period that typically exposes officers to policy formulation at the Union level.

STEERING PUBLIC HEALTH IN THE CAPITAL

Before his move to Lakshadweep, Dr. Deepak Kumar served as Secretary (Health & Family Welfare) in the Government of NCT of Delhi from 7 March 2023. The role, equivalent to Joint Secretary rank, placed him at the helm of one of the most complex health ecosystems in India.

In Delhi, public health administration means navigating dense populations, multi-tier hospital networks, budget allocations, crisis management, and policy execution — all under intense public scrutiny. His medical background, rooted in dentistry, gave him a unique vantage point in a portfolio where clinical realities intersect daily with administrative decisions.

It was here that he operated at the crossroads of governance and healthcare — where data, infrastructure, and policy meet human urgency.

THE CALL TO THE ISLANDS

On 25 June 2025, Dr. S. B. Deepak Kumar took charge as Advisor to the Administrator of Lakshadweep — a Union Territory that is geographically remote yet strategically significant.

Lakshadweep is not just a cluster of islands in the Arabian Sea. It is an ecological treasure, a maritime frontier, and a governance challenge rolled into one. Administration here requires balancing development with environmental sensitivity, local traditions with national priorities, and connectivity with conservation.

As Advisor to the Administrator, Dr. Deepak Kumar became one of the central pillars of governance in the islands.

A PORTFOLIO OF POWER AND COMPLEXITY

His responsibilities in Lakshadweep extend far beyond a ceremonial advisory role. He holds multiple high-impact portfolios simultaneously:

  • Principal Secretary (Home & Vigilance)
  • Secretary for Finance, Planning, Statistics & Taxation
  • Secretary for Panchayat, Rural Development, Services
  • Secretary for Port Shipping & Aviation
  • Secretary for Information & Public Relations
  • Director (Elections) – Panchayat

In addition, he serves as Chairman and Managing Director of the Lakshadweep Development Corporation Ltd. (LDCL) and chairs key statutory bodies such as LSSB, LPCC, LCZMA, and KSCL.

In practical terms, this means he is deeply involved in financial planning, rural governance, infrastructure development, regulatory oversight, maritime logistics, aviation connectivity, and local democratic processes — all within a territory spread across coral atolls.

Few roles in Indian administration combine such breadth under one office.

GOVERNING A FRAGILE PARADISE

Lakshadweep’s governance is unlike that of a mainland state. Every development project must factor in ecological fragility. Every shipping schedule matters. Aviation connectivity determines access to healthcare and trade. Panchayat elections shape grassroots participation in a close-knit island society.

As Secretary handling Finance and Planning, Dr. Deepak Kumar oversees budgetary frameworks that determine how resources are distributed across islands. As Secretary for Port Shipping and Aviation, he influences connectivity lifelines. As Principal Secretary (Home & Vigilance), he is entrusted with maintaining administrative integrity.

The role demands constant coordination between New Delhi and the islands, between local governance bodies and central ministries.
