The central government has carried out a significant bureaucratic reshuffle that encompasses the intelligence wing, the anti-terror agency, and three crucial Central Armed Police Forces (CAPFS). As part of this reshuffle, a dozen senior Indian Police Service (IPS) officers have been elevated to the positions of Special Directors and Special Directors General.

Among the twelve officers, six ‘top officers’ have been promoted as Special Directors within the Intelligence Bureau (IB), while the remaining officers have been designated as Special Directors General in the Border Security Forces (BSF), Central Reserve Police Force (CRPF), Central Industrial Security Force (CISF), and the National Investigation Agency (NIA). All of these officers are from the 1989 and 1990 batches of different cadres.

Safi Ahsan Rizvi, a 1989-batch IPS officer from Uttarakhand, and five other officials have been promoted to Special Directors in the IB from the position of Additional Directors. According to a Ministry of Personnel statement, Rizvi has been posted to the new rank against an existing vacancy from the date of assumption of charge of the post or until further orders, whichever is earlier. The promotion of five other officers in the IB is based on ‘in situ basis’ by temporarily upgrading the posts of Additional Director held by them from the date of assumption of charge of the post or until further orders, whichever is earlier.

Rahul Rashgotra and Vivek Srivastava of the 1989 batch, as well as TV Ravichandran, Rajiv Ranjan Verma, and Harinath Mishra of the 1990 batch, are the five other IB personnel appointed to Special Director in the department.

PV Ramasashtry, a 1989-batch IPS officer from Uttar Pradesh cadre, and 1990-batch officer YB Khurania of Odisha cadre have been promoted to the post of Special Director General against vacancies from the date of assumption of duty or till further orders, whichever is earlier. They are currently serving as Additional DG in the BSF.

Daljit Singh Chaudhary and SS Chaturvedi, both 1990-batch IPS officers, have been promoted to the post of Special Director General in the CRPF, filling vacancies from the date of assumption of duty or until further orders, whichever is earlier. They are currently serving as Additional DG in the CRPF.

Due to the lack of sanctioned roles, the ACC has also granted two grants of ‘in situ’ advancement. The officers are Nina Singh from the Rajasthan cadre’s 1989 batch and AM Kulkarni from the Maharashtra cadre’s 1990 batch.

Singh was promoted to Special Director General on an in-person basis by temporarily upgrading the officer’s post for a period of two years beginning with the date of assumption of charge and ending with further instructions, whichever comes first. She is currently serving as the CISF’s Additional DG.

Kulkarni, on the other hand, has been appointed on an ‘in situ basis’ as Special Director General in the NIA, temporarily upgrading the officer’s post from the date of assumption of charge to the day of his superannuation, or until further orders, whichever is sooner. He is currently the NIA’s Additional Director General.
