Explore ICLS and IDAS as Interesting Career Options

UPSC CSE is the entry to more than 20 services, other than the most favoured IAS and IPS, that can be equally interesting career options for aspirants. While choosing the preferences, one can prioritise them based on one’s interests. 

At Indian Masterminds, we are running a special series to write about those not very commonly known services. In the first part, we wrote about Indian Audit & Account services and Indian Civil Account Services. Today, we write about Indian Corporate Law Services and Indian Defense Account Services. 

ICLS 

The Indian Corporate Law Service (ICLS) service was created in 1967 and initially function under Ministry of Finance. The major role of this service is to administer the Companies Act,1956, Companies Act, 2013 and The Limited liability Partnership Act, 2008. 

After Ministry of Corporate Affairs was created in 2004 to independently look into these matters, ICLS became a part of it. 

Later on, its entrance was included in the joint UPSC Civil Services exam and the first batch through CSE was inducted into ICLS in 2009. 

The candidates start off as probationer and go on to become Registrar of Companies, Official Liquidator, and Regional Director. 

The primary role of Registrar of Companies is of registering Companies and Limited Liability Partnership (LLP) over the various state and ensuring that such companies and LLPs comply with statutory requirements under the Act. They can check if the companies are filing annual returns and balance sheets, change of directorship of the company etc., or not. 

Whereas the Official Liquidator’s major responsibility is to wind up companies that are ordered to be so by the Hon’ble High Court. The grounds of this can be violation of Companies Act or inability to pay debts. They are appointed by Central Government and attached to High Courts. They work under the administrative charge of Regional Directors in the service. 

IDAS 

Indian Defence Accounts Service (IDAS) was established as long ago as 1750 to look into pay and accounts of military services in India. The officers of IDAS work under the Ministry of Defence, Government of India and the Controller General of Defence Accounts (CGDA) is the service head of the Indian Defence Accounts Service and also heads the Defence Accounts Department.

Their role is to provide Financial Advice, Accounts and Audit services to the Defence Services. Here Defense Services include Indian Armed Forces (Army, Navy, Air Force and Coast Guard) and other allied organisations like Ordnance Factories, Military Engineer Services, Border Roads Organisation, Defence Research and Development Organisation, etc.

Approximately 650 officers are part of this service, who start their job after going through training at National Academy of Defence Financial Management, Pune.
