Breaking Tradition: Meet the New Chairman of HPRCA and His Vision for Reform

Rajiv Kumar, a retired IFS officer, was appointed Chairman of the Himachal Pradesh Rajya Chayan Aayog (HPRCA). With his extensive administrative experience, Kumar is set to reform recruitment processes, ensuring integrity and efficiency in the system.

In September 2024, the Himachal Pradesh government made an announcement that quickly captured widespread attention. The government appointed a retired Indian Forest Service (IFS) officer, Rajiv Kumar, as the Chairman of the newly-formed Himachal Pradesh Rajya Chayan Aayog (HPRCA). This organization was established following the disbandment of the Himachal Pradesh Subordinate Services Selection Commission (HPSSC). Traditionally, the position of Chairman has been held by an IAS officer, making Kumar’s appointment, especially as a retired IFS officer, a notable departure from the norm.

What made this appointment even more intriguing was Rajiv Kumar’s distinguished background. A 1988-batch officer, Kumar brings with him 36 years of extensive administrative experience, having contributed significantly across various ministries at both the central and state levels. His expertise in IT infrastructure, its applications, and how these systems enhance various processes and services further adds to his qualifications. Given his impressive track record, many believe this unconventional choice is a well-considered one. He has very good understanding of the IT infrastructure and requirements, applications, and also how they benefit various processes and systems.

Indian Masterminds reached out to Mr. Kumar to learn more about his vision for HPRCA and to hear about his remarkable journey so far.

BACKGROUND

Rajiv Kumar originally hails from Uttar Pradesh, but his roots in Himachal Pradesh run deep. His father, a dedicated civil servant, worked with the Himachal Pradesh government, earning Rajiv the distinction of being a second-generation Himachali. Though born outside the state, most of his education took place in Himachal Pradesh. He attended the prestigious Rashtriya Military School, Chail, before completing his graduation at Dharmshala Government College.

In 1987, Rajiv Kumar achieved a remarkable feat by clearing the UPSC IFS exam on his very first attempt. Over the years, he served as the District Forest Officer (DFO) in several districts, including Kullu, Una, and Bilaspur. His expertise and dedication led him to the position of Chief Conservator of Forests in Himachal Pradesh.

With an illustrious career spanning 36 years in administrative services, Kumar’s experience is both diverse and distinguished. Nearly 16 of those years were spent in central government service, including with the Ministry of Electronics and Information Technology (EIT), the Ministry of Home Affairs as a Director, and the Ministry of Environment. Mr Kumar is also recognized for his significant contribution to the development of the World-Class Zoological Park, Durgesh Aranya, located at Bankhandi near Dehra in the Kangra district.

ADMINISTRATIVE EXPERIENCE AS KEY TO LEADERSHIP ROLES

When asked about his background in the forest department and the typical preference for former IAS officers to hold the chair of such boards, he said, “Regardless of the service they belong to, all bureaucrats have valuable administrative experience and have proven their abilities. Anyone can contribute effectively.”

He went on to explain, “While my background is in the forest department, I also have extensive administrative experience. I served as Joint Secretary in the central government during a six-year deputation with the EIT. Additionally, I played a role in establishing the G20 Digital Economy Forum platform. As for why I was selected for this position, only the government can provide that answer.”

PRIORITIES

In the past year or two, the State Selection Commission has faced significant turmoil, with various allegations and numerous pending examination results. When asked about his plans to restore order to the Commission and support the aspirants preparing for civil services, Kumar emphasized that his top priority would be ensuring integrity in the examination process. He believes it is essential to eliminate any malpractice, ensuring that exams are conducted fairly and on time. Kumar also stressed the importance of timely employment opportunities and a well-structured examination schedule, which would not only help fulfill the government’s objectives but also restore public trust in the institution. “I aim to integrate technology into recruitment to reduce human interference. Interviews have already been removed at certain levels, and two new members have been added to the HPRCA,” he added.

RISING COMPETITION

Reflecting on the differences between his UPSC preparation days and the present, Kumar shared, “As the population of our country continues to grow, the competition for civil services has only become increasingly fierce.” He further explained, “While the number of candidates has risen significantly, so has the level of talent. Today, we are seeing some exceptionally bright and capable individuals coming into the services, which is a positive sign for the future of governance. The quality of candidates has certainly improved, making the competition not only tougher but also more enriching for the public service sector.”

On September 30, 2023, the HPRCA was established to replace the HPSSC. The HPSSC was initially tasked with overseeing Class III service recruitment for various government positions in Himachal Pradesh, excluding those outside its jurisdiction. With the disbandment of the HPSSC, HPRCA has emerged as a new organization, operating under slightly different rules and procedures. As Kumar explained, the examinations conducted by the former HPSSC are currently under investigation. Results from those exams that have been verified as accurate are being announced, while only a few results remain pending. Action is being taken on these pending cases, and once completed, the slate will be cleared. Work will then begin on a fresh slate, with the introduction of computer-based examinations, new processes, and a more streamlined approach. Kumar mentioned, “Six recruitment cases from the previous HPSSC are under review, and decisions will follow established norms and rules.”

Kumar also mentioned that although his appointment was notified in September, health issues delayed his oath-taking by nearly two months.
