Targeting Corrupt Govt Officials Through a Vigilance Committee in Gurugram

The district administration of Gurugram has formed a Vigilance Committee to eradicate corruption in various government agencies. Additional Deputy Commissioner has been made in-charge of the committee. The committee will investigate irregularities of amount upto Rs 1 crore.

When it comes to availing government schemes and benefits, the common man has to face a lot of difficulties because of red tapism in the government offices. On top of that, lack of professionalism and a laid back attitude of staff cause further delay in getting a file cleared. Corruption, too, is deep rooted and is the reason behind work backlog. However, the common refrain, ‘Sarkari kaam hai, time lagega’ (It is government work, it will take time), is set to be changed by the newly appointed Deputy Commissioner of Gurugram by aligning all government work to a very transparent process.

A vigilance panel has been set up by the district administration of Gurugram to check corruption in execution of government schemes and, also, keep an eye on the officials of various departments and investigate the complaints against them.

While speaking to Indian Masterminds, DC Gurugram, Nishant Yadav, IAS, said, “There are many complaints which are registered against the government officers for corruption and the lapse in providing government schemes and benefits. For this, a six-members vigilance committee has been formed and the Additional District Magistrate has been made in-charge.”

OBJECTIVE

The objective of the Prevention of Corruption Act is to eradicate corruption in various government agencies and public sector businesses by combating against them. However, it is not only limited to taking measures to prevent corruption in government departments, but also involves prosecuting and punishing the public servants involved in activities of corruption.

For effective fight against corruption, the requisite administrative machinery is to be made functional and responsible through detailed Standard Operating Procedure. Further, after analysis of various complaints received through different forums, it is found that many of the complaints are about embezzlement upto 1 crore.

The idea is to make the administrative machinery more effective by inspecting or checking the various works and activities of the departments.

STRUCTURE & CONSTITUTION

A vigilance team called ‘District Vigilance Committee’ shall be constituted in every district, comprising of Additional Deputy Commissioner as Chairperson, Executive Engineer nominated by Deputy Commissioner from a department other than the concerned department, a DSP nominated by the DG Vigilance,an officer of the concerned department as Member, and an Account Officer nominated by Deputy Commissioner.

A sub-team shall be constituted in every Sub-Division called ‘Sub Divisional Vigilance Committee’ comprising of Sub-Divisional Officer (Civil) of the concerned Sub-Division as Chairperson, Sub-Divisional Engineer nominated by Deputy Commissioner but from department other than the concerned department, an officer of the department concerned as Member, and an Accountant nominated by Deputy Commissioner.

The District and Sub-Divisional Committees shall be officially constituted by the districts within 10 days from issuance of these instructions.

POWER OF VIGILANCE COMMITTEE

Mr. Nishant Yadav said, “Any one can file a complaint with the vigilance committee, which can be related to corruption, acts of hoarding, black marketing, embezzlement of government funds, bribery, etc. The committee will look into the complaint and prepare a report which will be submitted to me.”

The committee will make surprise visits to agencies involved in providing public services — government schools, public health centre, revenue department, civic body, panchayat development, transport department, police stations among others. It will investigate the irregularities of amount up to Rs 1 crore.
