Dr. Pawan Kotwal: How Ladakh’s First Chief Secretary is Shaping Governance and Development

Born on December 4, 1965, in Jammu and Kashmir, Dr. Pawan Kotwal began his professional life as a doctor, earning an MBBS degree. Early in his career, he realized that joining the Indian Administrative Service would allow him to make a wider impact on society. This decision marked the beginning of a long journey through India’s administrative corridors, where he would leave his mark on governance and development.

A CAREER BUILT ON EXPERIENCE AND LEADERSHIP

Dr. Kotwal joined the 1994 batch of the IAS under the AGMUT cadre and steadily rose through the ranks. He served as Assistant Commissioner in Baramulla, Sub-Divisional Magistrate in Bhadarwah, and later held key positions including Deputy Secretary in the Home Department, Additional Deputy Commissioner in Udhampur, and Divisional Commissioner in Jammu. His leadership extended to multiple districts, where he directly engaged with citizens, ensuring effective governance and development.

Over the years, he also took on high-responsibility roles such as Principal Secretary in Health, Revenue, and Planning Departments, Financial Commissioner of Revenue, Inspector General of Registration, and Secretary to the Chief Minister of Jammu and Kashmir. Each role helped him develop a deep understanding of administrative systems, public policy, and citizen-centric governance.

LEADERSHIP IN LADAKH

In June 2023, Dr. Kotwal was appointed as the Advisor to the Lieutenant Governor of Ladakh. His role evolved when, in February 2025, the Ministry of Home Affairs re-designated him as Ladakh’s first Chief Secretary. Since then, he has been steering the administrative machinery of the Union Territory, overseeing major development programs and ensuring efficient implementation of government policies.

He has played a critical role in initiatives like the Ladakh Skill Development Mission, which established skill labs in colleges and provided training to ITI graduates, and the ‘Call Before You Dig’ application, a project aimed at reducing disruptions in public utilities and improving project management.

BEYOND ADMINISTRATION

In July 2023, Dr. Kotwal also became a Non-Executive Director on the Board of Jammu and Kashmir Bank Ltd., reflecting his wider influence beyond traditional administration. On the personal front, he is married to Deepa Kotwal, and the couple is actively involved in local development and investments in the region.

Dr. Pawan Kotwal’s journey, from medicine to becoming the first Chief Secretary of Ladakh, paints a picture of a leader who blends administrative expertise with a hands-on approach to governance. His work continues to shape Ladakh’s growth, ensuring that development reaches every corner of the Union Territory.
