On January 23, 2025, a historic moment unfolded in the Indian legal community, one that would resonate for years to come. The release of three monumental legal texts by the esteemed retired IAS officer Dr. K.K. Khandelwal, marked a turning point in India’s evolving legal landscape. These groundbreaking books, titled “A Treatise and Commentary on the Bharatiya Nyaya Sanhita”, “A Treatise and Commentary on the Bharatiya Nagarik Suraksha Sanhita”, and “A Treatise and Commentary on the Bharatiya Sakshya Adhiniyam”, were launched at the prestigious Punjab and Haryana High Court. With the event graced by the Chief Justice of Punjab and Haryana High Court, Sh. Sheel Nagu, and other distinguished justices, this momentous occasion signified more than just the release of legal texts – it marked a step toward the future of Indian law.

1985 batch IAS officer of Haryana cadre, Mr Khandelwal is a prominent figure in Indian bureaucracy, known for his esteemed service and later for his prolific contributions as a writer. Dr Khandelwal currently serves as the Chief National Commissioner of The Bharat Scouts and Guides. An accomplished author with over three dozen books to his name, he has made significant contributions across various subjects. Since his retirement, he has remained active in the literary world, particularly excelling in the field of law, where his writings have garnered considerable recognition.

A LIFELONG COMMITMENT TO EXCELLENCE: JOURNEY

Dr Khandelwal’s journey reflects dedication to public service and intellectual growth. Born in the quaint town of Kherli in Rajasthan, he excelled academically and in extracurriculars. With a Bachelor’s in Civil Engineering, law degrees, and multiple PhDs in Business Administration, Law, and Intellectual Property Rights, his academic achievements highlight his relentless pursuit of knowledge.

His career as an IAS officer spanned over three decades, during which he held key positions such as Sub-Divisional Magistrate, Deputy Commissioner of Faridabad and Chandigarh, and Principal Secretary for Sports and Environment. His leadership was crucial in organizing Haryana’s Golden Jubilee celebrations and the International Gita Mahotsav, highlighting his administrative and cultural influence.

Dr Khandelwal was instrumental in driving administrative reforms in Haryana, serving as CEO of the Mewat Development Agency and in sectors like Tourism, Power Reforms, and Medical Education. His final role as Chairman of the Haryana Real Estate Regulatory Authority cemented his reputation as a transformative leader.

Notable among his works are Project Management – PERT and CPM, A Commentary on the Factories Act, Haryana from the Pages of History, and Transforming Haryana – Progressing Haryana. His enduring legacy continues to shape the fields of academia, law, and culture, influencing generations to come.
