Dehradun: Uttarakhand is preparing for a major administrative reshuffle that is expected to impact senior bureaucrats across multiple levels of governance, from Secretaries in the state secretariat to field officers including District Magistrates, Additional District Magistrates, Sub-Divisional Magistrates, Chief Development Officers, Municipal Commissioners and senior police officers.

Sources indicate that preparatory work for the transfer exercise has largely been completed, with the Personnel Department finalising names and departmental combinations for phased transfer orders.

The reshuffle comes as the state government enters its fifth year in office and begins administrative positioning ahead of the next election cycle.

Government Moves Into Election-Year Administrative Mode

With the completion of four years of the current government, the focus has now shifted toward accelerating development delivery in the run-up to elections.

Officials say the administration has effectively moved into election-year governance mode, with emphasis on placing officers considered efficient in departments that directly affect public service delivery.

The objective is to strengthen execution in key departments and improve administrative responsiveness before the political calendar tightens further.

Transfers to Be Released in Multiple Phases

According to officials, this transfer exercise will not be released in a single order.

The Personnel Department is expected to issue the transfer list in multiple phases.

First Phase to Cover Secretaries, DMs and Senior Field Officers

The first phase is expected to include Secretaries, Additional Secretaries, District Magistrates and other field officers of equivalent rank.

Senior administrative changes at the Secretariat level are likely to be accompanied by district-level leadership changes in important districts.

Second Phase to Focus on ADM and SDM Levels

In the second phase, officers serving as Additional District Magistrates and Sub-Divisional Magistrates are likely to be transferred.

This could trigger a wider district-level chain reaction affecting multiple administrative assignments across the state.

IPS Officers Also Likely to Be Included

Alongside IAS cadre movement, certain changes in the posting and responsibilities of IPS officers are also considered almost certain.

Police leadership adjustments are expected in districts and specialised assignments.

Performance Review Driving Key Decisions

Officials said this year’s reshuffle is not being treated as a routine annual exercise.

The Personnel Department is reviewing officer performance closely before finalising postings.

Officials Known for Delaying Files Under Scrutiny

Special attention is being given to officers accused of slowing administrative processes.

Service records of officers who allegedly allow files to remain pending in digital systems for long periods are being examined.

Delay in Fund Release Also Under Watch

The department is also reviewing officers accused of delaying release of funds even after central budget allocations have been approved.

Such delays are seen as affecting project implementation timelines.

Seen as Major Pre-Election Administrative Reset

Officials describe the reshuffle as one of the most important administrative exercises before elections.

Because of its scale, this list may reduce the need for frequent minor transfers later.

Three-Year Rule Influencing Transfer Decisions

A major factor shaping the transfer list is the three-year field posting rule.

Officers who have completed three years in the same field assignment are being prioritised for transfer.

Election Commission Norms Also a Factor

Officials say this is being done in advance because officers exceeding tenure limits would otherwise face mandatory movement under Election Commission norms once the election process begins.

The state government is therefore attempting to complete such transfers proactively.

Administrative Groundwork Intensifies Across Departments

The Personnel Department is currently conducting post-by-post deployment planning to ensure that each strategic administrative assignment is filled with officers considered suitable for election-year governance.

Multiple departments directly connected to public interaction, development implementation and district-level governance are expected to see new leadership.

Large-Scale Changes Expected Across Districts

As the phased transfer orders are issued, multiple districts are likely to witness fresh postings at district, subdivision and departmental levels.

The reshuffle is expected to shape Uttarakhand’s administrative functioning through the crucial pre-election period.
