New Delhi: Surgeon Vice Admiral Dilip Raghavan, VSM, has assumed charge as the Director General Hospital Services (Armed Forces), effective September 1, 2026.
The appointment places him at the helm of hospital services for the Armed Forces. Raghavan is a senior Indian Navy medical officer who has held several command and medical leadership positions during his career.
From AFMC to Senior Medical Leadership
Born and educated in Chennai and Mumbai, Raghavan joined the Armed Forces Medical College (AFMC), Pune, in 1985 and completed his MBBS in 1989.

He was commissioned into the Indian Navy on December 26, 1989.
During his career, he has served in several key medical and command appointments, including:
- Command Medical Officer, Southern Naval Command
- Command Medical Officer, Eastern Naval Command
- Commanding Officer, INHS Asvini, Mumbai
During his tenure as Commanding Officer of INHS Asvini, the hospital received the Raksha Mantri Trophy for Best Command Hospital.
Conferred Vishisht Seva Medal in 2026
In recognition of his distinguished service, Surgeon Vice Admiral Dilip Raghavan was awarded the Vishisht Seva Medal (VSM) on January 26, 2026.
He now takes over as Director General Hospital Services (Armed Forces), succeeding to the senior medical leadership position within the Armed Forces’ hospital services.
Family Background
Raghavan is married to Dr Michelle Vas, a paediatrician specialising in developmental neurology. She is also an alumna of AFMC, Pune, and a former Short Service Commission officer in the Indian Navy.
