This remarkable story belongs to Vimala Gunjyal, a retired IPS officer from the 2004 batch of the Uttarakhand cadre. She has recently been elected unopposed as the Pradhan (village head) of Gunji – a remote and strategically significant village nestled near the India-China border in Uttarakhand.

IPS Gunjyal’s career has already been marked by several firsts. In June 2022, she became the first woman to serve as the Inspector General (IG) of Prisons in Uttarakhand. Before that, she held the post of Deputy Inspector General (DIG) in Intelligence. Now, post-retirement, she has taken on an even more grounded and equally demanding role: leading and developing her native village.

A Legacy of Service

Ms Gunjyal served in the Uttar Pradesh and Uttarakhand Police for over 30 years, retiring as Inspector General (Vigilance) in 2025. Her career began in the State Police Service (PPS) of undivided Uttar Pradesh and culminated in a leadership role that earned her the President’s Police Medal in 2019.

Despite not being a direct recruit through the UPSC, her commitment, integrity, and discipline led her to rise through the ranks, serving with distinction in two states.

A NEW CHAPTER AFTER RETIREMENT: RETURN TO GUNJI

Most people view retirement as a time for rest, but Vimala Gunjyal saw it as an opportunity for reinvention and service. Instead of settling in the cities where she had worked, she returned to her ancestral village Gunji, situated in the Vyas Valley of Pithoragarh district, nestled close to the India-China border.

This village, part of the ‘Vibrant Village’ program launched by the Central Government for strategic and inclusive development of border areas, is not easily accessible. Still, Vimala chose it as her karmabhoomi (sacred duty ground).

How She Became the Pradhan

As panchayat elections neared in July 2025, five villagers had collected nomination forms to contest for the Pradhan position. However, when Vimala arrived in Dharchula, a village meeting was held at the Gunji Milan Kendra. In a rare show of unity and admiration, the villagers decided no one would stand against her.

On the final day for filing nominations, none of the other candidates submitted their papers, and Election Officer Pramod Mishra declared her elected unopposed – a historic first for the village since independence.

A VISION FOR GUNJI: DEVELOPMENT, CLEANLINESS, AND RESOURCE MANAGEMENT

Speaking after her election, Vimala Gunjyal stated, “I have contested the election on the request of the villagers. Now I will work in a planned way on the cleanliness, development, and proper management of resources of the village.”

Her priorities include sanitation, resource planning, infrastructure development, and community empowerment, all vital in this strategically sensitive and geographically remote region.

SUPPORT SYSTEM: A FAMILY COMMITTED TO SOCIAL GOOD

Vimala isn’t alone in her mission. Her husband, Ashok Gunjyal, a retired Deputy Director from the Khadi Village Commission, also shares her passion for rural development. Their children are similarly dedicated to public service:

  • Daughter Arpita Gunjyal is a lawyer.
  • The second daughter, an engineer, manages a private business.
  • Son Shivang Gunjyal is a doctor.

The family represents a rare blend of professional success and grassroots commitment.

Gunji, positioned on the India-China border, is more than just a picturesque Himalayan hamlet.
