Extradited from the United States under a top-secret mission, the 64-year-old terrorist – known for his close ties to Pakistan’s ISI and extremist groups like Lashkar-e-Taiba and HuJI – landed at Indira Gandhi International Airport on April 10, 2025, where he was formally arrested by the National Investigation Agency (NIA) under the Unlawful Activities (Prevention) Act.

This pivotal moment reignites hope for justice among the families of the 166 innocent lives lost during the horrific 26/11 attacks that shook Mumbai and the world. Behind this high-stakes extradition lies the relentless effort of a dedicated NIA team, whose tireless work in the United States turned a decade-long diplomatic and legal battle into a decisive victory for Indian justice.

In a striking turn of fate, 1990 batch IPS officer Mr Sadanand Date, the man who once faced bullets and grenades during the 2008 Mumbai terror attacks, now leads the nation’s top anti-terror agency as it brings one of the attack’s key conspirators – back to face justice on Indian soil.

A Maharashtra cadre officer, Mr Date was injured while confronting terrorists at the Cama and Albless Hospital during the 26/11 siege. His heroic resistance helped foil the terrorists’ plan to take hostages, and he even shot and injured Abu Ismail, one of the attackers, forcing them to flee. He managed to detain terrorists Ajmal Kasab and Abu Ismail at the hospital for a long time, even after being injured in a grenade attack. For his bravery, Date was awarded the President’s Police Medal for Gallantry.

From a humble background, once delivering newspapers to make ends meet while his mother worked as a domestic help, to leading India’s most high-stakes counterterror agency, his journey is not just one of personal grit – it’s a symbol of India’s resolve to ensure that justice, no matter how delayed, is never denied.

Date holds a doctorate from Pune university in his hometown and is also a qualified cost and management accountant.

Date went on to occupy important postings, including the first commissioner of the Mira Bhayander Vasai Virar (MBVV) Commissionerate, joint commissioner (law & order) and crime branch in Mumbai.

His Role: Date, who was the additional commissioner of police (central region) when the 26/11 attacks took place, rushed to CSMT where the attackers had been spotted. As he found that terrorists had gone towards the Cama and Albless hospital where women and children were present, he along with a team of officers rushed there.

In March 2024, Date was appointed the NIA chief. While the Mumbai Police had probed the 26/11 attacks case and filed a chargesheet, the NIA in 2009 had registered an FIR in connection with the conspiracy aspect of the attacks.

It was the NIA that had sent an extradition request for Rana, and hence, when the US agreed to extradite him, it was a team from the Date-led NIA that went to get Rana back to India. Now Date will oversee the probe against him in India.

IPS ASHISH BATRA

Ashish Batra, a 1997 batch IPS officer of the Jharkhand cadre, currently serves as Inspector General (IG) in the National Investigation Agency (NIA). Known for his operational acumen and strategic insight, Batra brings decades of field experience – particularly in conflict and insurgency-affected regions—to India’s premier counter-terror agency.

Born in Haryana, Batra pursued engineering before preparing for the civil services, eventually clearing the UPSC exam in 1996. Early in his career, he was posted in some of the most challenging areas of Bihar and Jharkhand. He began as Assistant Superintendent of Police in Jehanabad, followed by key postings as Superintendent of Police in Koel Karo and Hazaribagh. He later served as City SP in Ranchi for 19 months and also spent over a year on the Governor’s security detail – experiences that honed his skills in both field operations and VIP security.

Batra’s work in Naxal-affected regions earned him recognition for his tactical leadership. As IG of Jharkhand Jaguar – an elite anti-insurgency unit – he led critical operations against left-wing extremism from January 2018 onward. He also served as the spokesperson of Jharkhand Police and held additional responsibilities as IG (Operations), showcasing his versatility in both ground-level action and high-level coordination.

His Role: Deputed to the NIA in 2019 for a five-year term, his tenure was recently extended by two more years till September 15, 2024, by the Ministry of Home Affairs—reflecting the agency’s confidence in his expertise. As IG in the NIA, Batra continues to play a vital role in high-profile investigations, counter-terror operations, and strategic planning.

With a career that spans intense fieldwork, administrative leadership, and national-level intelligence duties, Ashish Batra exemplifies the blend of grit, intellect, and resilience that defines India’s security leadership.

IPS JAYA ROY

Dr. Jaya Roy, a 2011 batch IPS officer from the Jharkhand cadre, currently serves as the Deputy Inspector General (DIG) in the National Investigation Agency (NIA). With a background as a medical doctor from AIIMS, Roy made the bold switch to civil services, choosing to serve the nation through law enforcement. Her decision has since left a lasting impact – especially in India’s fight against cybercrime and terrorism.

Originally from West Bengal, Roy cracked the UPSC Civil Services Examination in 2010 after earning her MBBS, and joined the Indian Police Service in December 2011. She was posted in Jharkhand, where she took on some of the most complex policing challenges in the country. Her most noted contribution came during her tenure as Superintendent of Police in Jamtara, a district once infamously known as the cybercrime capital of India.

When Roy assumed charge in Jamtara, the situation was dire. However, her strategic and relentless crackdown on cyber criminals began to turn the tide. Her operations in the region were so impactful that they inspired the popular Netflix web series “Jamtara: Sabka Number Ayega,” in which her efforts were dramatized and widely praised.

Her Role: In 2019, Roy was deputed to the NIA as Superintendent of Police for a four-year term, which was later extended due to her exemplary performance. Now serving as DIG, she also handles the responsibilities of Senior Public Relations Officer within the agency, bringing both operational and communication leadership to the table.

A team of 12 NIA officers, including DSP and SP-rank personnel, led by DIG Roy, has been conducting the interrogation of Rana, following his extradition to India.

Described by colleagues as “professionally sound” and fiercely dedicated, Roy has consistently demonstrated a rare blend of intelligence, grit, and leadership. Her presence, especially in high-pressure assignments like cybercrime investigations and anti-terror operations, has significantly strengthened the NIA’s team.

IPS PRABHAT KUMAR

The youngest officer on the high-profile NIA team working on this high profile case is Prabhat Kumar, a 2019-batch IPS officer from the Chhattisgarh cadre. Currently serving as Superintendent of Police (SP) in the National Investigation Agency, Prabhat played a pivotal role in coordinating the complex international operation to bring Rana – back to Indian soil.

A native of Bihar, Prabhat’s journey is a remarkable story of determination and excellence. He completed his schooling from Class 1 to 12 at a village school, later earning admission to IIT Kharagpur where he studied engineering. After completing his B.Tech. and later an M.Sc., he worked in the private sector as a product manager between 2011 and 2013. Over time, he cleared multiple competitive exams – landing seven job offers – before cracking the UPSC Civil Services Exam in 2018 to join the Indian Police Service.

IPS Prabhat Kumar

After training at the Sardar Vallabhbhai Patel National Police Academy in Hyderabad, Prabhat was posted to Raigarh district in Chhattisgarh for field training. He served as the officer-in-charge of Kotraroad Police Station, then went on to serve as City SP in Durg and Additional SP in the insurgency-hit Sukma district. His leadership came into sharp focus during his tenure as SP of Narayanpur—a Naxal-affected district—where he led several successful anti-Naxal operations. Under his command, numerous Naxals were neutralized, arrested, or compelled to surrender, earning him recognition as a brave and capable officer in one of the country’s toughest policing environments.

His Role: In the NIA, Prabhat Kumar has continued to demonstrate sharp operational skills. As part of the team that traveled to the U.S. for Rana’s extradition, he managed critical aspects of the preparation. Upon Rana’s arrival in India, he acted as the chief coordinator from Delhi airport to the NIA headquarters—ensuring the operation ran smoothly and securely.

Despite being one of the youngest members of the team, Prabhat Kumar has already proven himself a dependable leader in both insurgency zones and national security missions.
