Uttarakhand embarks on a new chapter in its administrative journey with Anand Bardhan taking charge as the 19th Chief Secretary of the state. A seasoned IAS officer from the 1992 batch, Vardhan steps into this pivotal role following the tenure of Radha Raturi, which concluded on March 31, 2025.

With over three decades of diverse administrative experience, Bardhan is recognized for his strategic decision-making, crisis management skills, and deep-rooted understanding of governance. From grassroots administration to key state leadership roles, his career reflects a commitment to public service, infrastructure development, and environmental sustainability.

AN ILLUSTRIOUS CAREER

Anand Bardhan’s administrative journey began when he was allocated the Uttar Pradesh cadre in 1992 and then shifted to Uttarakhand after the partition. Over the years, he has served in key positions across both Uttar Pradesh and Uttarakhand, demonstrating remarkable versatility in handling diverse portfolios. His tenure as District Magistrate in Ramapur, Etawah, Pauri, Nainital, and Haridwar gave him firsthand insights into governance at the grassroots level. His work in financial institutions, including his role as Joint Managing Director of the UP Cooperative Sugar Factory Federation Ltd. and General Manager of UP Financial Corporation, further strengthened his expertise in economic and infrastructural development.

Bardhan’s leadership extends beyond administration, as he has successfully managed nearly all major government departments in Uttarakhand. He played a pivotal role in the 2010 Haridwar Kumbh Mela, serving as the Mela Officer, ensuring smooth operations for one of the largest religious gatherings in the world. His past roles include Principal Secretary for Food & Civil Supplies, Irrigation, Mining, Ex-Servicemen Welfare, Higher Education, and Excise, among others. More recently, he served as the Additional Chief Secretary (ACS) for Forest & Environment before being assigned as ACS Finance and Infrastructure Development Commissioner in Uttarakhand. His vast administrative experience makes him well-equipped to steer Uttarakhand towards progress.

EARLY LIFE

Born into a family that valued education and discipline, Anand Bardhan’s early years were shaped by a deep curiosity about governance and societal development. He pursued BSc (Honours) in Physics from Delhi University, where he secured the second position across the university. His academic journey continued with a Master’s in Computer Applications from Delhi University and a Postgraduate Diploma in Public Administration from École Nationaled’Administration (ENA), France. This strong academic foundation provided him with the analytical and strategic thinking skills that have defined his career.

A LEADER IN CRISIS MANAGEMENT

One of Bardhan’s most notable contributions has been in disaster management. Uttarakhand, a state prone to landslides, floods, and other natural calamities, has benefitted from his strategic foresight and quick decision-making. During critical moments, his leadership ensured swift responses, better preparedness, and improved rehabilitation efforts. His ability to remain calm under pressure and execute well-planned strategies has earned him admiration from colleagues and the public alike.

As he steps into his new role as Chief Secretary, Anand Bardhan faces the challenge of balancing development with environmental conservation.
