Initiated in 2020 by IAS officer Arvind Singh and currently being spearheaded by IAS officer Abhishek Singh, Chief Development Officer of Lakhimpur Kheri, Operation Chaturbhuj is a groundbreaking initiative. This project harnesses the power of the Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA) to generate employment and create crucial assets for the rural populace.
Operation Chaturbhuj has revolutionized the use of MGNREGA, addressing deep-rooted issues while providing sustainable solutions and boosting the local economy. In an exclusive conversation with Indian Masterminds, Mr. Abhishek Singh shares details about the same.
THE NEED FOR OPERATION CHATURBHUJ
MGNREGA has traditionally been viewed as a tool for providing temporary employment to impoverished families in rural areas. However, Operation Chaturbhuj has redefined its potential. Public complaints revealed that encroachments on sector roads, ponds, and public lands led to disputes, legal battles, and reduced agricultural productivity in rural areas.
“Villagers were in the habit of utilizing and including the kucchi roads of the villages into their own farm. Due to this, there were no roads left for the people to walk on. This created a lot of disputes among the villagers because no four wheelers or tractors could now access the road,” Mr. Singh told Indian Masterminds.
To tackle these issues, a comprehensive strategy was devised, utilizing MGNREGA as a multifaceted tool. Thus, Operation Chaturbhuj was born, offering employment opportunities while providing long-term solutions to these pervasive problems.
A MULTIDIMENSIONAL APPROACH
Operation Chaturbhuj brought together various departments, including Rural Development, Revenue, Police, and Agriculture, to address the issues comprehensively. The initiative began with a pilot project in Gram Panchayat Parsa, Nakaha block, Kheri.
Key interventions included the restoration of sector roads (Chak Roads), rejuvenation of public ponds, large-scale plantation drives, and individual beneficiary works.
SECTOR ROADS AND AGRICULTURAL PRODUCTIVITY
Small and marginal farmers, who previously relied on others’ lands for transportation, now have direct access to roads from their farms to markets. This improvement has facilitated the use of agricultural machinery, significantly enhancing productivity.
“Additionally, constructing sector roads has alleviated land disputes, promoting harmony and reducing legal conflicts,” stated the officer.
PONDS AND WATER CONSERVATION
The construction and renovation of ponds have been a cornerstone of Operation Chaturbhuj. These ponds, leased to the fishing community, have bolstered water conservation efforts while providing employment to local families. The plantation drive around these ponds has further contributed to environmental sustainability.
EMPLOYMENT AND ECONOMIC GROWTH
Operation Chaturbhuj has generated significant employment opportunities, especially during the COVID-19 pandemic, when migrant labourers returned in large numbers.
The initiative has created 80 lakh person-days of employment, a substantial increase from the previous fiscal year’s 62.34 lakh person-days. The project has employed 290,652 local and migrant workers, adding 29,204 new job cards.
INFRASTRUCTURE DEVELOPMENT
The construction of 1,600 km of sector roads and 850 ponds across Lakhimpur Kheri has transformed the rural landscape. These developments have not only improved transportation and water management but have also increased the market value of adjacent agricultural lands.
“The initiative has provided sustainable livelihoods, reducing migration to urban areas and strengthening the local economy,” he told Indian Masterminds.
SCALE-UP AND RECOGNITION
Following the success in Gram Panchayat Parsa, Operation Chaturbhuj has been expanded to other blocks in Lakhimpur Kheri, yielding positive results. The project has garnered accolades from Hon’ble MPs, MLAs, and other delegates at the DISHA meeting organized by the Government of India.
Lakhimpur Kheri has emerged as the top-performing district in Uttar Pradesh in terms of daily employment generation during the pandemic.
Operation Chaturbhuj’s success lies in its inclusive approach, providing a win-win solution for all stakeholders, including illegal encroachers. The collaboration among various departments has demonstrated that a model with an in-built incentive structure can generate positive momentum and long-term impact with minimal resistance.
A PANACEA FOR RURAL CHALLENGES
Operation Chaturbhuj has proven that MGNREGA can be a panacea for multiple ills plaguing rural India. By addressing land disputes, promoting water conservation, enhancing agricultural productivity, and providing sustainable employment, the initiative has significantly improved the rural economy and quality of life in Lakhimpur Kheri. This innovative approach serves as a model for other regions, showcasing the transformative power of integrated development initiatives.
