From HAS Topper to LBSNAA Star: IAS Vivek Chandel Excels in Promotee Officer Training – Read About His Journey & Award-Winning Case Study

In a moment of immense pride for the state of Himachal Pradesh, Mr Vivek Chandel, a dynamic and visionary IAS officer of 2018 batch, has brought laurels to the state by being adjudged the Best Performer in Case Study Writing at the prestigious 127th Induction Training Programme held at the Lal Bahadur Shastri National Academy of Administration (LBSNAA), Mussoorie.

This exceptional recognition was conferred upon him on June 12, 2025, during a grand felicitation ceremony at Vivekananda Hall, LBSNAA. The honour was presented by none other than the Hon’ble Speaker of the Lok Sabha, Mr Om Birla, in the distinguished presence of Shriram Taranikanti, Director of LBSNAA, and Course Director Mr Shelesh Nawal.

Indian Masterminds recently interviewed Mr Chandel, currently serving as Director-cum-Chief Warden of Fisheries, Himachal Pradesh, to delve into his inspiring journey, the prestigious awards he has received, and his enriching training experience at LBSNAA, the premier institute for civil services training in India

Recognized for Administrative Finesse and Leadership
Among a cohort of 97 senior officers from 19 states across India, Mr Chandel’s performance stood out for its depth, clarity, and innovative approach in administrative thinking. His case study, based on his exemplary work in the Department of Fisheries, Himachal Pradesh, not only reflected professional insight but also highlighted significant grassroots impact.

A Special Honour: Master of Ceremony at Rashtrapati Bhavan
In yet another mark of trust and capability, Mr Chandel was chosen unanimously by all 97 participants to serve as the Master of Ceremony during the Hon’ble President’s Call On at Rashtrapati Bhavan on June 3, 2025. This prestigious role underscored his leadership, presence of mind, and impeccable communication skills – hallmarks of an outstanding civil servant.

Track Record of Excellence
Mr Chandel is no stranger to academic and professional achievement. He topped the Himachal Pradesh Administrative Services (HAS) Examination in 2004 and has continued to set benchmarks in public service ever since. Since October 2023, he has been serving as Director-cum-Warden of Fisheries, Himachal Pradesh, and has played a pivotal role in driving transformative changes within the department.

Case Study Highlight: Revolutionizing Fisheries in Himachal Pradesh
The award-winning case study showcased the recent achievements of the Fisheries Department under Shri Chandel’s leadership. Notable among them:

Golden Mahseer Conservation: The Department achieved an unprecedented milestone by producing 87,000 Golden Mahseer fingerlings at Machhiyal, Joginder Nagar—compared to less than 5,000 in previous years. For the first time, Mahseer ranching was conducted in Gobind Sagar and Pong Reservoirs.

Trout Production at Record High: Himachal Pradesh witnessed a historic high in trout fish production, reaching 1608 MT in FY 2024-25, up from 1405 MT in the previous year. Introduction of Cold Water Recirculatory Aquaculture System (RAS) technology at Patlikuhal, Kullu, has reached the harvesting stage, marking a new era in aquaculture innovation in the state.

These achievements underscore Shri Chandel’s proactive governance, technical foresight, and ability to implement sustainable solutions for environmental conservation and rural livelihoods.

Role Model for Civil Servants
IAS Chandel’s success is not only a personal triumph but also a beacon of inspiration for aspiring and serving civil servants across India. His work exemplifies the highest standards of commitment, innovation, and people-centric governance.

Among other Himachal Pradesh officers who participated in the training programme were Shri Suneel Sharma (Special Secretary, Technical Education) and Shri Vinay Kumar (ADC, Kangra). While all participants contributed valuably, Shri Chandel’s outstanding contribution elevated the state’s stature at the national level.
