New Delhi: The Delhi High Court has once again denied anticipatory bail to Manoj Kumar Jha, who stands accused of impersonating an Indian Administrative Service (IAS) officer to gain access to sensitive information and allegedly defrauding multiple individuals. The court noted that similar relief had already been denied earlier and found no grounds to alter that decision.
A single bench of Justice Girish Kathpalia dismissed Jha’s plea, observing that the earlier anticipatory bail application was rejected by a coordination bench on November 12, 2024, and that no new circumstances had emerged to justify a different outcome.
Impersonation and Multi-State Fraud
Manoj Kumar Jha is accused of posing as an IAS officer and deceiving individuals and possibly institutions to gather confidential and sensitive information. The alleged impersonation and fraudulent activities led to a case being registered at Sansad Marg Police Station in 2024.
According to the court records, 12 similar cases of impersonation and fraud have been registered against Jha, not just in Delhi, but also in Bihar, Punjab, and Kolkata. The court remarked that these are serious allegations that cannot be overlooked, especially when the accused has consistently failed to cooperate with investigations, even in cases where interim protection was granted.
Lack of Cooperation and Legal Standing
During the hearing, the prosecution strongly opposed the bail application, pointing out that the accused had refused to join investigations despite repeated notices and the court’s earlier leniency. The prosecution further argued that since a similar bail plea had already been dismissed in November 2024, the current application was not maintainable.
Justice Kathpalia concurred, stating that the circumstances remain unchanged and therefore, there is no justification for reconsidering the matter.

With multiple FIRs registered and serious charges of cheating, impersonation, and obstruction of investigation, Manoj Kumar Jha continues to face mounting legal trouble. His continued evasion of investigation procedures further diminishes the likelihood of bail, and authorities are expected to intensify efforts to bring him to justice.
