Dehradun: Four years into office, the government led by Pushkar Singh Dhami is projecting Uttarakhand’s governance model around legal reform, economic growth, women-led development, tourism expansion and infrastructure modernisation.
Officials say the past four years have given Uttarakhand a distinct administrative identity, driven by policy decisions, legal interventions and implementation-focused governance. From becoming the first state to implement the Uniform Civil Code to expanding health coverage, strengthening recruitment transparency and pushing high-value infrastructure, the state government is presenting its tenure as a phase of structural transformation.
Uttarakhand Becomes First State to Implement Uniform Civil Code
Among the most significant decisions of the Dhami government has been the implementation of the Uniform Civil Code, making Uttarakhand the first state in the country to operationalise such a legal framework.

The government describes this as its most defining legislative achievement. Alongside this, stricter land protection measures, anti-conversion provisions and anti-riot legal mechanisms have been introduced to reinforce administrative control and law enforcement.
Officials also state that strict anti-encroachment action over the past four years has led to the recovery of more than 12,000 acres of government land.
Anti-Cheating Law and Recruitment Reforms Restore Trust
A major governance intervention during this period has been the implementation of anti-cheating legislation aimed at restoring credibility in public recruitment examinations.
According to official figures, more than 30,000 young people have secured government jobs over the last four years.
The government argues that transparent recruitment has helped rebuild confidence among aspirants and reduced irregularities that had previously affected examination systems.
Economic Indicators Show Growth in State Output and Income
On the economic front, Uttarakhand has recorded notable expansion.
For 2024–25, the state’s Gross State Domestic Product has reached ₹3.81 lakh crore, while per capita income has risen to ₹2.73 lakh.
Officials also point to a poverty rate of 6.92 percent and an economic growth rate of 7.23 percent as indicators that the state’s economic foundation has strengthened significantly.
These numbers are being cited as evidence of expanding production capacity, stronger fiscal movement and broader economic confidence.
Health Coverage Expanded Through Atal Ayushman Scheme
The health sector has remained a major focus under the government’s welfare framework.
Under the Atal Ayushman Scheme, more than 61 lakh health cards have been issued.
Officials state that free treatment worth over ₹3,400 crore has been provided to more than 17 lakh patients under the programme.
The scale of coverage is being presented as one of the state’s major social protection achievements.
Institutional Changes in Education Sector
In education, the government has established the Uttarakhand State Minority Education Authority as part of broader institutional reforms.
Officials say the move is aimed at strengthening educational governance and improving institutional accountability in minority education systems.
Women Empowerment Through Reservation and Livelihood Schemes
Women-centred policy has remained one of the most visible pillars of the Dhami administration.
The government has implemented 30 percent horizontal reservation for women in government jobs and ensured 33 percent representation in cooperative institutions.
Under the Lakhpati Didi programme, more than 2.5 lakh women have reportedly become economically self-reliant.
Self-help groups are also being supported through interest-free loans of up to ₹5 lakh.
Additional schemes such as the Mukhyamantri Ekal Mahila Swarozgar Yojana and Sashakt Bahna Utsav are being used to promote entrepreneurship and strengthen women-led household income generation.
Tourism Crosses 6 Crore Visitors
Tourism has emerged as one of Uttarakhand’s strongest economic drivers.
According to official data, more than six crore tourists visited the state in 2025, generating fresh economic activity across pilgrimage, hospitality and transport sectors.
Major religious centres including Kedarnath Temple and Badrinath Temple continue to undergo rapid infrastructure development under dedicated master plans.
The government has also expanded tourism through the Manaskhand Mandir Mala Mission and Winter Yatra initiatives, aimed at making tourism less season-dependent.
Rail, Road, Ropeway and Heli Connectivity Expanded
Connectivity projects have been a major focus area in the four-year period.
The Rishikesh-Karnaprayag Rail Project remains one of the most important long-term transport initiatives in the state.
The Delhi-Dehradun Expressway is also expected to significantly reduce travel time and improve regional accessibility.
Ropeway systems, elevated road infrastructure and heli-services have expanded simultaneously, particularly in difficult terrain and pilgrimage corridors.
Officials say the number of heliports and helipads across the state is steadily increasing.
Agriculture Diversification Raises Farmer Income
The government has also focused on agricultural diversification.
Policies centred around millets, kiwi cultivation and dragon fruit farming are being promoted to improve farm returns and reduce dependence on conventional crops.
Under the House of Himalayas brand, locally produced goods are being connected to wider national and international markets.
Officials say this branding effort is helping rural producers secure better value for region-specific products.
Governance Narrative Built Around Delivery and Stability
The Dhami government is increasingly positioning its four-year record around policy delivery, institutional reform and visible infrastructure expansion.
With legal reform, tourism-led growth, women-focused schemes and logistics expansion moving together, the state government is projecting Uttarakhand as a governance model with strong implementation emphasis.
