New Delhi: The upcoming 8th Pay Commission has sparked considerable anticipation among India’s central government employees, particularly Group A civil servants such as IAS, IPS, IFS, and IRS officers. While the commission is yet to be formally constituted, early projections based on proposed fitment factors of 2.08 and 2.57 suggest a substantial salary hike could be on the horizon.
The Union Public Service Commission (UPSC) selects civil servants through the Civil Services Examination (CSE) for 24 key services. Among these, the Indian Administrative Service (IAS), Indian Police Service (IPS), Indian Foreign Service (IFS), and Indian Revenue Service (IRS) are the most prominent, forming the executive machinery responsible for governance, diplomacy, law and order, and taxation.
Fitment Factor-Based Salary Revision Explained
The salary structure under any Pay Commission is revised by multiplying the current basic pay by a fitment factor, which reflects inflation, economic conditions, and living costs. In the 7th Pay Commission, the fitment factor was 2.57, and for the upcoming 8th CPC, discussions are ongoing around various options, including 1.92, 2.08, 2.28, 2.57, and 2.86.
Here’s how basic pay across various pay levels is estimated to change under the 8th Pay Commission at 2.08 and 2.57 fitment factors, based on current minimum basic pay:

What Happens Next?
The Ministry of Finance recently advertised for the chairperson and members of the 8th Pay Commission. Once constituted, the commission will submit a report to the Union Cabinet, which may approve it with or without modifications. The recommendations would then be implemented, likely impacting over 50 lakh central government employees and 65 lakh pensioners.
The last major revision came with the 7th CPC in 2016, which brought in significant structural changes and revised allowances. This time, expectations are not just limited to a salary increase, but also focus on DA merger, pension reform, and better career progression.
Why It Matters
Civil servants play a pivotal role in policy implementation, economic oversight, law enforcement, and diplomacy. Salaries commensurate with the cost of living and job responsibility are seen as crucial for attracting and retaining top talent in public service.
Given the increasing complexity of governance and service delivery, especially post-pandemic, the 8th Pay Commission is being viewed as a critical opportunity to revamp government pay structures and motivate high-performing officers.
