New Delhi: The Government of India on Tuesday issued a series of notifications announcing key appointments and tenure extensions across departments, as approved by the Appointments Committee of the Cabinet (ACC). The latest orders include significant movements within the Department of Commerce and the Department of Empowerment of Persons with Disabilities.
Raghvendra Singh Appointed Deputy Secretary in Department of Commerce
Raghvendra Singh, an officer of the Indian Audit and Accounts Service (IA&AS) of the 2013 batch, has been appointed as Deputy Secretary in the Department of Commerce. His tenure will continue up to March 14, 2028, marking a combined tenure of four years in the post.
The appointment aligns with the government’s ongoing efforts to strengthen the Department of Commerce with experienced officers to support India’s trade and industry initiatives.
Extension of Tenure for Alok Malviya, Director, Department of Commerce
The tenure of Alok Malviya (IRS IT: 2006), currently serving as Director in the Department of Commerce, has been extended for one year, up to October 12, 2026.
Mr. Malviya has been on central deputation since October 13, 2020, and has played a key role in several policy and administrative initiatives within the department. The extension reflects the government’s satisfaction with his performance and continuity in critical functions of the department.
Anil Kumar Gets Additional Charge as CMD, NDFDC
In a major development in the Department of Empowerment of Persons with Disabilities, Anil Kumar, Chief General Manager of the National Divyangjan Finance and Development Corporation (NDFDC), has been entrusted with the additional charge of Chairman-cum-Managing Director (CMD) of the same organization.
According to the Department of Personnel and Training (DoPT) order issued on November 11, 2025, the ACC approved the proposal for Mr. Kumar to hold the CMD post (Joint Secretary level) for a period of six months, from September 12, 2025, to March 11, 2026, or until a regular appointment is made, or until further orders, whichever comes earlier.
Background: Change in Leadership at NDFDC
The CMD position at NDFDC fell vacant following the relieving of Naveen Kumar Shah (IAS: 2000: AGMUT), who had been holding the charge since April 2023. Mr. Shah was relieved in August 2025 upon completion of his central deputation tenure.
The temporary entrustment of the CMD role to Anil Kumar ensures administrative continuity at the NDFDC, which plays a vital role in financial inclusion and empowerment of persons with disabilities across India.

The series of appointments and extensions reflect the government’s continued emphasis on maintaining leadership stability and operational continuity within critical departments.
