Significance of the Empanelment
Empanelment at the Joint Secretary level is a key milestone in an officer’s career, typically leading to postings in ministries such as Railways, Urban Development, Defence, Commerce, or Home Affairs, among others. These officers will now be eligible to take on pivotal policy and project implementation roles at the central level.
The move is also expected to strengthen inter-ministerial coordination, particularly in infrastructure, transport, finance, and human resource domains, where officers from technical services like Railways bring valuable operational insights.
About the Empanelment Process
The empanelment is carried out after a detailed review by the Department of Personnel and Training (DoPT) and final approval from the Appointments Committee of the Cabinet, chaired by the Prime Minister. Criteria include service record, integrity, domain expertise, and seniority.
