New Delhi: Three IAS officers from the AGMUT cadre – Rohit Kansal, Sajjan Singh Yadav, and Varsha Joshi, all 1995 batch officers currently on Central Deputation – have been granted Proforma Promotion to the Apex Scale. This advancement will take effect from the date their immediate junior assumes charge in the cadre.
In addition, senior AGMUT cadre officer Keshav Chandra (1995 batch) has been promoted to the Apex Scale (Level-17 in the Pay Matrix) effective from July 1, 2025, or from the date he assumes charge, whichever is later.
Promotion Based on Screening Committee Recommendations
These promotions follow the recommendations of the Screening Committee meeting held on December 19, 2024. The formal order was issued by Rakesh Kumar Singh, Under Secretary to the Government of India, with approval from the competent authority.

The Apex Scale represents the highest pay level in the IAS pay matrix (Level-17), typically reserved for officers holding the most senior posts. Proforma promotion is a procedural elevation granted based on seniority and eligibility, subject to the actual vacancy and assumption of charge by juniors.
