Gandhinagar: In a bold step towards transforming governance through cutting-edge technology, Gujarat Chief Minister Bhupendra Patel has approved the Action Plan for Implementation of Artificial Intelligence (2025–2030). The plan aims to position Gujarat as a national leader in AI-enabled governance, aligned with Prime Minister Narendra Modi’s vision of making India a global digital superpower.
This comprehensive action plan is designed to advance Gujarat’s AI ecosystem under the five-year Digital Transformation Strategy, and will serve as a time-bound blueprint for embedding AI in governance, public service delivery, and socio-economic development.
Strategic Vision for AI-Driven Governance
The plan was conceived following the announcement made by the CM during the Chintan Shibir in Somnath (November 2024), where he committed to harnessing Artificial Intelligence across Gujarat’s administrative framework.
To implement this vision, a 10-member AI Taskforce Committee was constituted. Based on its recommendations, the Science and Technology Department has crafted a roadmap focusing on six critical pillars:
- Data Governance
- Digital Infrastructure
- Capacity Building
- Research & Development
- Startup Facilitation
- Safe and Trusted AI
Six Pillars of the AI Action Plan
1. Data:
A secure and interoperable data ecosystem will be built, compliant with national regulatory standards. The plan proposes the creation of a state-level AI data repository under a comprehensive governance framework.
2. Digital Infrastructure:
The state will enhance its computational capacity through GPU and cloud infrastructure, and establish AI factories in Tier-2 and Tier-3 cities. Access to national platforms such as AIRAWAT will be made available to stakeholders.
3. Capacity Building:
Over 2.5 lakh individuals, including students, MSMEs, and government officials, will be trained in AI, machine learning, and related technologies.
4. R&D and Use Cases:
Collaborations between academia and industry will drive the development of department-specific AI solutions. Use cases will be tailored for health, education, agriculture, and fintech.
5. Startup Facilitation:
Support will be extended to DeepTech startups via incubation, mentorship, infrastructure credits, and seed funding, ensuring a thriving innovation ecosystem.
6. Safe and Trusted AI:
To ensure ethical use, the state will implement AI audits, guidelines, and risk protocols for secure and responsible deployment.
Dedicated AI & Deep Tech Mission to Oversee Implementation
A specialized AI & Deep Tech Mission will be established to lead and manage the phased rollout of the action plan. It will drive collaboration among startups, researchers, and government departments while also ensuring continuous training, reskilling, and upskilling of the workforce.
Initial steps include the creation of AI data banks, pilot projects within departments, and launch of AI factories.
Current AI-Driven Initiatives in Gujarat
Gujarat has already made significant strides in AI adoption:
- AI Centre of Excellence at GIFT City
- AI Innovation Challenge
- High-performance GPU computing infrastructure
- Statewide AI training and workshops
- Indigenous Expression of Interest (EoI) for Large Language Models (LLMs)
These initiatives have laid a strong foundation for the implementation of the new action plan.
