The Andhra Pradesh government has initiated a formal inquiry into allegations against IPS officer P.V. Sunil Kumar, appointing Special Chief Secretary (Revenue) R.P. Sisodia as the Enquiring Authority and Director General of Vigilance and Enforcement Harish Kumar Gupta as the Presiding Officer. The decision was formalised through a government order issued by Chief Secretary K. Vijayanand.
The inquiry is being conducted under Rule 8(2) of the All India Services (Discipline & Appeal) Rules, 1969, following Mr. Sunil Kumar’s denial of the charges and his request for their dismissal. The government has tasked the officials with completing the investigation within a specified timeframe.
The charges against Mr. Sunil Kumar pertain to alleged misconduct during his tenure as Additional Director General of Police (CID), specifically involving the reported custodial torture of K. Raghu Ramakrishna Raju. Mr. Raju, a Member of Parliament at the time, is currently the Deputy Speaker of the Andhra Pradesh Legislative Assembly.
