New Delhi: BEML Ltd., in partnership with the Directorate General of Quality Assurance (DGQA) and M/s TCL, successfully organized a two-day Defence Conclave on November 13 and 14, 2025, in Coimbatore. The event, held at CODISSIA, brought together key stakeholders from the defence and manufacturing sectors to discuss and promote critical Ministry of Defence (MoD) initiatives aimed at strengthening India’s defence manufacturing ecosystem.
Inaugural Session and Key Speakers
The conclave was inaugurated by Mr. N. Manoharan, the Director General (DG) of DGQA, in the presence of senior DGQA officials, including Dr. J. Rajesh Kumar, Director of CVRDE. During the event, both Mr. N. Manoharan and Dr. J. Rajesh Kumar visited the BEML stall and expressed appreciation for the company’s continued efforts towards indigenisation and its vital role in bolstering India’s defence manufacturing capabilities.

Key Focus Areas of the Defence Conclave
The conclave centered on several initiatives and programmes from the Ministry of Defence, designed to enhance India’s self-reliance in defence production. These included:
- Srijan Portal and Srijan DEEP: The conclave helped raise awareness about the Srijan Portal, a key platform for fostering indigenisation in the defence sector, as well as Srijan DEEP (Defence Ecosystem Enabler Portal), which supports startups and MSMEs in accessing opportunities for defence contracts.
- Registration of Defence Stores Manufacturers: The event offered insights into the process of registering as a Defence Stores Manufacturer, helping businesses navigate the requirements to contribute to India’s defence needs.
- Vendor Development and Quality Assurance: Attendees were informed about various industry support schemes, including vendor development initiatives and the DGQA’s role in ensuring quality assurance in defence manufacturing.
- B2B and B2G Interactions: One of the significant highlights of the conclave was the facilitation of Business-to-Business (B2B) and Business-to-Government (B2G) interactions. These sessions enabled collaborations between Defence Public Sector Undertakings (DPSUs), industries, and startups, fostering partnerships for technological advancements and the growth of the defence sector.
Promoting MSMEs and Startups in Defence Manufacturing
The Defence Conclave proved to be an invaluable platform for Micro, Small, and Medium Enterprises (MSMEs) and startups. The event educated participants about the procedures under MoD/DDP (Ministry of Defence/Department of Defence Production) and how they can engage with the defence sector. The focus on indigenisation opportunities and industry support mechanisms demonstrated a commitment to fostering a self-reliant defence ecosystem.
