Patna: The Bihar government is set to modernize its revenue administration through the use of Artificial Intelligence (AI), aiming for faster, transparent, and more efficient public services. Under the initiative, AI cells will be established in every district, and officers will undergo AI training to ensure effective implementation. The program is scheduled to roll out from April 1, 2026.
Deputy Chief Minister and Revenue and Land Reforms Minister, Vijay Kumar Sinha, emphasized that the government is committed to leveraging advanced technologies like AI to make revenue services people-oriented and efficient, aligning with the goal of “Ease of Living.”
Formation of AI Cells in Districts
To ensure structured implementation, a five-member AI cell will be formed in each district under the chairmanship of the Additional District Magistrate (Revenue).
Members of the AI Cell will include:
• District IT Manager
• Land Reforms Sub-Collector
• Zonal Officer
• Revenue Officer
The AI cell will act as the highest decision-making body for AI usage at the district level, with the District Magistrate overseeing all decisions. Meetings are scheduled every Saturday from 3 pm to 6 pm at the office of the Additional Collector (Revenue) to review plans and monitor AI-related initiatives.

Training Officers and Employees in AI
A critical role of the AI Cell will be to train officers and employees in AI technologies. A phased training curriculum will be implemented, complete with examinations. Employees who meet the standards will receive certificates signed by the District Magistrate.
This structured approach aims to ensure that AI tools are integrated effectively into daily revenue administration and decision-making processes.
Integration of AI in Revenue Administration from April 1
The Revenue Department has directed that AI use begin at the initial level from April 1, 2026. A list of recommended AI tools issued by the Chief Secretary has been provided to all districts to facilitate the implementation.
Notably, the department encourages the use of ChatGPT, a free AI assistant, to enhance efficiency in departmental meetings, administrative work, and decision-making. District Magistrates are tasked with raising staff awareness about AI tools to ensure revenue administration becomes a model for technology-driven public service.
National and International Context
The initiative aligns with the India AI Mission, launched by the Government of India on March 7, 2024, to promote AI adoption in public administration, enhance automation, and detect potential fraud. In addition, three senior IAS officers from Bihar attended the World AI Conference in New Delhi in February 2026 to study AI applications in revenue management.
The Bihar AI Mission has been established to strengthen AI usage in line with national objectives and ensure the systematic and proper application of technology in governance.
