Bihar BAS Promotions: Officers Given IAS-Level Posts Across Senior Ranks, Full List Released

Patna: In a major administrative exercise, Bihar has promoted and reassigned several officers of the Bihar Administrative Service (BAS) by granting them temporary executive charge at higher levels, effectively extending promotion-linked benefits across senior administrative ranks.

The notifications were issued by the General Administration Department Bihar on March 30, under the authority of the Governor.

The move covers appointments at the levels of:

  • Special Secretary
  • Additional Secretary
  • Joint Secretary
  • Deputy Secretary
  • Additional Collector

Officials said the objective is to strengthen governance by ensuring key administrative posts are filled without delay.

Nine Additional Secretaries Given Charge of Special Secretary

Nine officers currently serving as Additional Secretaries have been granted temporary executive charge at the level of Special Secretary.

The officers include:

  • Mrinayak Das (West Champaran)
  • Manoranjan Kumar (East Champaran)
  • Vikas Kumar (Siwan)
  • Dr Gagan (Patna)
  • Janardan Kumar (Patna)
  • Shahid Parvez (Samastipur)
  • Anita Singh (Bhojpur)

This category represents the highest level among the current temporary promotions announced.

Eleven Joint Secretaries Elevated to Additional Secretary Rank

In another set of orders, eleven officers currently working at Joint Secretary level have been upgraded to function as Additional Secretaries.

Among them are:

  • Poonam Kumari (Nawada)
  • Md Umair (Rohtas)
  • Sudhanshu Shekhar (Sheohar)
  • Vinay Kumar Sah (Munger)
  • Kundan Kumar (Nalanda)
  • Sanjay Kumar Sinha (Nawada)

Thirteen Additional Collectors Assigned Joint Secretary-Level Charge

The reshuffle also includes thirteen officers presently serving as Additional Collectors, who have now been assigned temporary charge as Joint Secretaries.

Key names include:

  • Jaya Lakshmi Shivam
  • Brinda Lal
  • Subhash Kumar
  • Tej Narayan Rai
  • Lakhindra Paswan
  • Dinesh Ram
  • Md Shafiq
  • Md Zafar Alam

Deputy Secretaries Promoted as Additional Collectors

Two officers have been elevated from Deputy Secretary rank to function as Additional Collector (Pay Level-12):

  • Jai Prakash Narayan
  • Anil Kumar Raman

Four Officers Given Deputy Secretary Charge

Additionally, four BAS officers have been assigned temporary charge at Deputy Secretary (Pay Level-11).

They are:

  • Mukesh Kumar Mukul
  • Birendra Kumar
  • Shivshankar Paswan
  • Neelam Kumari

Purpose Behind the Promotions

Officials indicated that the promotions are intended to:

  • Fill key administrative vacancies
  • Improve district-level functioning
  • Ensure continuity in governance
  • Extend promotion-linked benefits to eligible officers

The exercise also reflects Bihar’s ongoing administrative effort to strengthen senior-level decision-making capacity.
