Patna: The first cabinet meeting of the newly formed NDA government in Bihar, chaired by Chief Minister Nitish Kumar, approved 10 key agendas focused on large-scale employment generation, industrial expansion, and the creation of a modern technology-driven economy. The government has set an ambitious target to provide jobs and employment to 10 million youth over the next five years.
10 Agendas Cleared in First Cabinet Meeting
Held at the Chief Secretariat, the meeting marked the beginning of the implementation of promises made in the NDA’s election manifesto.
Chief Secretary Pratyay Amrit briefed the media, stating that the government is prioritizing rapid job creation, investment promotion, and modern infrastructure development.
Under Saat Nischay-2, 5 million youth received jobs and employment between 2020–25. The new target for 2025–30 has now been set at 10 million.

Bihar to Be Developed as Eastern India’s New Tech Hub
A major highlight of the cabinet decisions is Bihar’s plan to become Eastern India’s premier technology hub.
Key initiatives include:
- Establishment of a Defense Corridor
- Semiconductor Manufacturing Park
- Global Capability Centers (GCCs)
- Mega Tech City
- FinTech City
A high-level committee under the Chief Secretary will prepare a detailed action plan within six months and oversee continuous implementation.
The government also aims to create a New Age Economy driven by technology and service-based innovation, with policy inputs from leading entrepreneurs, experts, and consultants connected to Bihar.
25 Sugar Mills to Be Established; 9 Closed Mills to Be Revived
In a major push for rural industry and farmer income, the government announced that:
- 25 new sugar mills will be established
- 9 previously closed mills will be revived
- A committee chaired by the Chief Secretary will finalize the related policy and action plan.
The move is expected to boost employment, strengthen agro-processing industries, and improve farmers’ earnings.
Green Townships in 11 Cities; Urban Infrastructure Push
To promote urbanization and modern living standards, the government will develop Green Townships in:
- All 9 divisional headquarters, plus
- Sonpur
- Sitamarhi
These townships will focus on sustainable infrastructure, better civic services, and modern residential facilities.
Bihar Artificial Intelligence Mission to Be Launched
To position Bihar as a leading AI-driven state, the government is preparing to launch the Bihar Artificial Intelligence Mission.
The mission aims to:
- Build a state-wide AI ecosystem
- Leverage AI for governance, urban management, and public services
- Integrate global AI institutions and industry partners
- Develop policies and frameworks for AI innovation
The government believes AI represents a globally transformative opportunity that can accelerate Bihar’s socio-economic and regional development.
Bihar Positioned as an Investment-Friendly State
According to the government, Bihar now offers favorable conditions for large-scale investment, including:
- High-quality infrastructure
- Industrial corridors
- Reliable power supply
- Improved water management
- A large, skilled youth workforce
The state government emphasized that work on all industrial and employment-related initiatives will move rapidly, stating, “Whatever we start, we complete it.”
