Bihar Director General of Police, Mr. Vinay Kumar, a 1991-batch IPS officer, announced major reforms to expedite justice and crack down on crime in the state. While addressing a press conference in Patna, he revealed that a proposal has been sent to the state government for the establishment of around 100 fast track courts to clear the backlog of pending criminal cases, particularly serious offences such as murder, robbery, and dacoity. He emphasized that fast track courts had proven effective in the past, especially before 2011, and their revival is necessary for swift justice.
Mr. Kumar highlighted that strict action is being taken to seize the property of criminals. A total of 1,172 criminals have been identified for property confiscation, with court proposals already filed against 188 of them. So far, courts have ordered property seizures in four cases. He added that the campaign against corruption under the state’s zero-tolerance policy is also yielding results, with more than two dozen corrupt police officers nabbed by vigilance teams.
Referring to the improving law and order situation, the DGP said that murder cases have decreased significantly from 4,000 in 2004 to 2,400 in 2024, reflecting consistent efforts by the police force. He stressed that even a single murder is unacceptable, asserting every citizen’s right to life.
Regarding Prime Minister Narendra Modi’s upcoming visit to Bihar on June 20, Mr. Kumar stated that comprehensive site inspections and security reviews have been carried out under the Chief Secretary’s supervision, with sufficient security forces deployed to ensure safety.
