In a powerful showcase of development-focused governance, Bihar Chief Minister Mr. Nitish Kumar has rolled out two of the state’s largest initiatives this October—Rs. 17,000 crore Ganga River Road Projects and Rs. 10,000 crore direct benefit transfer to 1 crore women under the Mukhyamantri Mahila Rojgar Yojana.
These initiatives signal a new era of gender-inclusive development and infrastructure-led economic expansion, with full support from Prime Minister Mr. Narendra Modi and the Central Government.
Massive Investment in Riverfront Road Connectivity
As part of Bihar’s first-ever infrastructure development through the Hybrid Annuity Model (HAM), the government will soon launch three strategic road projects along the Ganges River, aimed at decongesting traffic, boosting tourism, and enhancing trade connectivity across key districts.
Major Projects Announced:
- Digha–Sherpur–Bihta–Koilwar (35.65 km)
- Estimated cost: Rs. 6,495.79 crore
- Munger (Safiabad)–Bariyarpur–Ghoghat–Sultanganj (42 km)
- Estimated cost: Rs. 5,119.80 crore
- Sultanganj–Bhagalpur–Sabour (41.33 km)
- Estimated cost: Rs. 4,849.83 crore
The tendering process is complete, and foundation stone laying is scheduled for October 4. Mr. Nitin Naveen, Bihar’s Road Construction Minister, noted that the projects will operate under a 60:40 PPP model, where private developers invest 60% and the government contributes 40%.
Women’s Economic Empowerment: Rs. 10,000 Cr Disbursed to 1 Crore Beneficiaries
On another front, Bihar is making history in women’s welfare with the Mukhyamantri Mahila Rojgar Yojana. After the scheme’s inauguration by PM Modi on September 26, Mr. Nitish Kumar has already disbursed Rs. 10,000 each to 10 million women—making it one of India’s largest direct benefit programs for women entrepreneurs.
Key Highlights:
- Rs. 10,000 each transferred to 25 lakh women on October 4, taking the total to 1 crore women and Rs. 10,000 crore.
- Financial aid to be used for agriculture, animal husbandry, tailoring, handicrafts, and small-scale enterprises.
- Additional support of up to Rs. 2 lakh available upon assessment.
- Beneficiaries include members of Self-Help Groups (Jeevika), panchayati raj institutions, and women from economically weaker sections.
The initiative complements the Lakhpati Didi campaign, promoting grassroots entrepreneurship and financial self-reliance among rural women.
Technology-Driven, Transparent Governance
During the disbursement, Mr. Kumar interacted with beneficiaries via video conferencing. For instance, Anju Kumari from Samastipur expressed her gratitude and outlined plans to start a tailoring unit with the funds. The event was telecast live at block and district levels, ensuring transparency and wide participation.
Vision of Inclusive Growth
Chief Minister Mr. Nitish Kumar emphasized that the schemes represent a new direction in Bihar’s governance, aimed at:
- Strengthening the role of women in economic development
- Upgrading regional connectivity with modern infrastructure
- Creating long-term employment opportunities
He also took a firm stance on good governance by pointing to visible progress across sectors and reaffirming the rule of law, in contrast to previous administrations.
