Patna: In a move set to redefine Bihar’s urban landscape after four decades, the state government has announced plans to develop 11 new cities across the state. This ambitious initiative, designed on a modern Greenfield Township model, aims to provide sustainable, planned urban centers capable of accommodating future population growth and economic activity.
Largest Urban Expansion in 40 Years
Bihar has long faced challenges of rapid population growth, limited space, and unplanned urban sprawl in major cities like Patna, Patliputra, and Kankarbagh. To address these issues, the state government has approved the development of 11 satellite townships, including nine around divisional headquarters and two special zones in Sitamarhi (Sitapuram) and the Patna–Sonpur belt. According to Urban Development Minister Nitin Naveen, “The goal is clear – to elevate Bihar’s urban infrastructure to national standards and ensure that cities of the future are sustainable, well-planned, and inclusive.”
Greenfield Township Model for Planned Development
The new cities will be built entirely from scratch under the Greenfield Township model, which emphasizes modern infrastructure, environmentally friendly design, and well-planned public amenities. Key features of the upcoming townships will include:
- Eco-friendly construction and abundant green spaces
- Efficient traffic management, drainage, and sewerage systems
- Comprehensive solid waste management solutions
- Broad roads and advanced public transportation networks
- Clearly defined residential, commercial, and recreational zones
The government aims for these townships to serve as smart, self-sufficient urban centers, reducing pressure on existing cities while accommodating Bihar’s growing population and economic activities.
Administrative Oversight to Ensure Quality Development
Each township will be monitored by a dedicated administrative committee comprising land acquisition officers, urban planners, and representatives from the Revenue and Land Reforms Department. These committees will oversee planning, demarcation of boundaries, and allocation of public facilities. A “land-pooling” policy will be implemented, ensuring landowners remain partners in development by receiving developed plots with modern amenities, parks, and community infrastructure. This approach has been successfully implemented in states like Delhi, Gujarat, and Andhra Pradesh.
Cities Included in the Plan
The 11 proposed townships will be developed in and around:
- Patna
- Muzaffarpur
- Bhagalpur
- Gaya
- Darbhanga
- Munger
- Saran
- Saharsa
- Purnia
- Sitamarhi (Sitapuram)
- Patna–Sonpur belt
Patna, in particular, will benefit from new townships to relieve pressure on existing urban areas like Patliputra and Kankarbagh, which have seen rapid and largely unplanned growth.
Future Outlook: Jobs, Investment, and Sustainable Growth
Bihar’s major cities have been expanding rapidly, but infrastructure development has often lagged behind population growth, leading to traffic congestion, pollution, waterlogging, and limited housing options. The introduction of satellite townships is expected to ease this pressure, create employment opportunities, attract investment, and provide organized housing and civic facilities.
