Bihar Govt to Develop PACS and FPOs as Entrepreneurs to Boost Rural Employment and Village Economy

Cooperation Minister Dr. Pramod Kumar announces training program in Patna to provide infrastructure, warehouses, and service centers, empowering farmer organizations and promoting self-reliant villages

Patna: The Bihar government has announced plans to develop all Primary Agricultural Credit Societies (PACS) and Farmer Producer Organizations (FPOs) into entrepreneurial entities, aiming to enhance rural employment opportunities and strengthen the financial capacity of these organizations. The announcement was made by Cooperation Minister Dr. Pramod Kumar during the inauguration of a three-day training program in Patna.

Training Program Inaugurated in Patna

The training program was held at the Deep Narayan Singh Regional Institute of Cooperative Management in Patna. Speaking at the event, Dr. Pramod Kumar emphasized that the government is providing PACS with multiple facilities, including warehouses and common service centers, to expand their operations.

He highlighted that the wider the reach of PACS, the greater the benefits to both the organizations and the community, fostering economic growth in rural areas.

Objective: Developing PACS and FPOs as Entrepreneurs

Secretary of the Department, Dharmendra Singh, stated that the primary goal of the training program is to develop PACS and FPOs as entrepreneurial entities. He stressed that collaborative efforts are essential to achieve this vision.

“PACS is not owned by any single person; it is a democratic institution. Efforts must be made to increase social participation and engagement in these organizations,” he added.

Plans to Promote Self-Reliant Villages

Registrar Rajneesh Kumar Singh highlighted that the department has formulated a detailed action plan to provide employment opportunities within villages and promote the development of self-reliant villages. The initiative aims to ensure that economic benefits remain within rural communities while empowering local farmers and cooperative members.

Participation of Key Officials

The program also featured addresses by senior officials including:

  • Gautam Singh, Chief General Manager, NABARD Bihar
  • Manoj Kumar, Managing Director, Bihar State Cooperative Bank Limited
  • Rishu Ravi and Vikas Kumar Bariyar

They shared insights on strengthening PACS and FPOs, enhancing governance, and mobilizing resources to ensure sustainable rural development.

Strengthening Rural Cooperatives and Farmer Organizations

This initiative is part of the Bihar government’s broader strategy to empower rural communities by building entrepreneurial capacities in PACS and FPOs. By providing infrastructure support, training, and financial tools, the government aims to enhance productivity, generate employment, and create self-sufficient villages across the state.
