Patna — In a major step toward Bihar’s sustainable energy future, NTPC Green Energy Limited (NGEL)—a wholly owned subsidiary of NTPC Ltd—entered into a Memorandum of Understanding (MoU) with Bihar State Power Generation Company Limited (BSPGCL). The agreement focuses on the joint development of Battery Energy Storage Systems (BESS) and renewable energy projects across the state.
The MoU was formally exchanged by Mr. Sarit Maheshwari, CEO of NGEL & NREL, and Mr. Abdesh Kumar Singh, Director (Technical), BSPGCL. The event, attended by Hon’ble Minister of Energy, Planning and Development Bijendra Prasad Yadav, Hon’ble Minister of Industries Nitish Mishra, along with secretaries and senior officials from the Bihar government, underscores high-level policy alignment.
Collaboration Goals
- Develop large-scale battery storage assets to support grid reliability and manage peak demand.
- Deploy solar and wind power infrastructure to decarbonize Bihar’s energy mix.
- Lay the groundwork for future green hydrogen and clean mobility initiatives.
- Align with the state’s broader decarbonization strategy and energy sustainability agenda.
Why This Matters
Bihar’s adoption of the Pumped Storage Promotion Policy, 2025, and the New & Renewable Energy Promotion Policy, 2025, signals a strategic push to attract investment in clean energy and long-duration storage solutions. The NTPC-BSPGCL partnership is set within this ambitious policy backdrop, enhancing the state’s readiness for renewable growth.
For NGEL, the MoU deepens its operational engagement in Bihar and complements earlier commitments made during the December 2024 Bihar Business Connect Summit, where the company pledged significant investments in solar, floating solar, BESS, and green hydrogen projects.
Strategic & Economic Impacts
- Grid resilience: BESS will help balance supply-demand fluctuations and reduce reliance on conventional peak-power sources.
- State economic uplift: The initiative is expected to spur job creation, local infrastructure development, and catalyze further clean energy investment in Bihar.
- Model partnership: This collaboration serves as a template for central–state coordination in executing integrated renewables + storage projects.
- Corporate positioning: The MoU reinforces NGEL’s national role as a leading developer of hybrid renewable systems, aligned with India’s clean energy objectives.
Looking Forward
Further project-level agreements are expected to detail capacity targets, timelines, technology mix, and financing structures. These developments will complement Bihar’s broader efforts to elevate its renewable energy infrastructure and support India’s national clean energy ambitions.
