New Delhi: In a significant development in Bihar’s political and administrative landscape, Dinesh Kumar Rai, a 2010-batch Indian Administrative Service (IAS) officer of the Bihar cadre, is likely to resign from service to begin his political journey, sources confirmed.
Rai, currently serving as Secretary, Revenue and Land Reforms Department, is being speculated as a Janata Dal (United) candidate in the upcoming elections. His close ties with the party stem from his earlier tenure as the Personal Secretary to Chief Minister Nitish Kumar, a post he held for an extended nine years—making him a trusted insider in the JD(U) circle.
Before his current assignment, Rai had also served as the District Magistrate of West Champaran, where he was noted for his administrative effectiveness and community engagement. His likely move into electoral politics marks a notable addition to the growing list of bureaucrats transitioning to political life in Bihar.
Shailesh Gupta Appointed Additional Member (Telecom), Railway Board
In another senior bureaucratic move, Shailesh Gupta, a senior officer of the Indian Railway Service of Signal Engineers (IRSSE), has been transferred and appointed as Additional Member (Telecom) in the Railway Board. Gupta was previously serving as the Principal Chief Signal and Telecommunication Engineer (PCSTE), Northern Railway.
The post of Additional Member (Telecom) is a top-level strategic role (Pay Level-16) responsible for guiding India’s rapidly advancing railway telecom infrastructure and digital signaling modernization. Gupta’s rich experience in signaling systems, project execution, and telecom innovation is expected to bring fresh momentum to the Railway Board’s digital transformation agenda.
