Bihar Small Entrepreneurs Scheme Empowers Youth and Fosters Self-Reliance

Patna: The Bihar Small Entrepreneurs Scheme is emerging as a key initiative in the state’s efforts to empower economically weaker sections and reduce unemployment. Launched on February 19, 2025, this program aims to encourage entrepreneurship among the youth by providing financial assistance and training, creating new opportunities for self-employment across Bihar.

Financial Assistance and Training to Boost Entrepreneurship

Under the scheme, eligible individuals can receive a grant of up to Rs 2 lakh, distributed in three installments. The first installment of Rs 50,000 is provided for setting up the business, followed by Rs 1 lakh as the second installment after the proper utilization of the first, and the final Rs 50,000 after the second installment has been effectively used.

For the financial year 2023-24, a total of 40,099 applicants have been selected, with the state having already disbursed Rs 390 crore as the first and second installments. In the current financial year 2024-25, 56,248 applicants have completed three days of training at their respective District Industry Centres. The first installment for these applicants will be released after their training, with a provision of more than Rs 300 crore allocated for this year.

A Step Towards Economic Growth and Employment Generation

The primary goal of the scheme is to foster self-reliance by assisting young entrepreneurs in setting up their own enterprises. By doing so, the initiative aims to contribute significantly to the economic development of Bihar while also playing a crucial role in reducing the unemployment rate.

The scheme offers a transparent and efficient application process, with random selection through computer software, ensuring fairness and eliminating any bias. The entire process, from application to fund distribution, is carried out online, making it easily accessible to a wide range of applicants.

Eligibility Criteria for Applicants

To apply for the Bihar Small Entrepreneurs Scheme, candidates must meet the following criteria-

  • Be a permanent resident of Bihar.
  • Be aged between 18 and 50 years.
  • Have a family income of less than Rs 6,000 per month.
  • No other member of the applicant’s family should be a beneficiary of the Mukhyamantri Uddyami Yojana or Bihar Small Uddyami Yojana.

Minister’s Statement on Empowering Youth

Industries Minister Nitish Mishra emphasized the importance of the scheme, calling it a “powerful medium for making the youth of Bihar self-reliant.” He stated, “Our goal is to ensure that every eligible individual receives the benefits of this scheme, thus empowering them to become self-reliant and contribute to the growth of our state.”

This initiative represents a strong step towards building a thriving entrepreneurial ecosystem in Bihar and addressing the challenges faced by the youth in terms of economic opportunity.
