Patna: Deputy Chief Minister Vijay Kumar Sinha, who also serves as the Minister for Urban Development and Housing, chaired a high-level review meeting of Bihar Urban Infrastructure Development Corporation Limited (BUDCO) to ensure the timely completion of urban infrastructure projects across the state. During the meeting, Sinha emphasized the use of digital tools for project monitoring, with a specific focus on quality, transparency, and accountability in ongoing developments.
Focus on Timely Completion of Sewage Treatment Plants (STPs)
In the review meeting, BUDCO Managing Director Animesh Kumar Parashar presented the status of various infrastructure projects, particularly the Sewage Treatment Plants (STPs). The government has approved the construction of 39 STPs across the state, with 21 completed and 13 under implementation. The remaining six STPs—located in Patna (Digha & Kankarbagh), Rohtas, Bhagalpur, Begusarai, and Hajipur—are set to be completed by June 2026. These STPs are part of the state’s effort to improve sewage treatment and water management systems, ensuring cleaner and more sustainable urban living.

Digital Monitoring and Real-Time Progress Tracking
In a significant shift, Deputy CM Sinha directed that all urban infrastructure projects, including the Namami Gange Project, stormwater drainage plans, and water supply schemes, be monitored through digital platforms. Using geo-tagged images, video conferencing, and real-time monitoring, the progress of these projects will be tracked more efficiently. Sinha emphasized that traditional methods of monitoring would no longer be sufficient, with the need for more transparency and accountability in project execution.
The BUDCO team was also instructed to ensure that detailed lists of staff names, positions, qualifications, and contact information of personnel working on these projects be submitted for better coordination and regular attendance tracking.
Formation of Special Teams for Effective Monitoring
To further ensure the successful implementation of the Chief Minister’s Integrated Urban Development Scheme, two Flying Squad Teams will be formed at the departmental level. These teams will focus on ensuring transparency in project implementation, maintaining high standards of quality, and reducing the chances of complaints. The Deputy Chief Minister directed the team to submit a list of all the schemes inspected so far and to strengthen the inspection system further.
Addressing the Shortage of Engineers
During the meeting, the issue of a shortage of engineers working on urban infrastructure projects was raised. Deputy CM Sinha instructed BUDCO to provide a list of required engineers, who could be sourced from the Public Works Department (PWD) and the Rural Works Department (RWD). He stressed that there would be no compromise on the quality, transparency, or timely completion of the state’s urban development projects.
