Chandigarh: The high-profile suicide case of senior Haryana cadre IPS officer Y Puran Kumar, 2001 batch, has taken a dramatic turn with the surfacing of a disturbing photo showing his lifeless body, lying on a sofa in the basement of his Sector 11 residence in Chandigarh.
In the image, Kumar is seen wrapped in a blanket with visible blood from his head, nose, and mouth, and a pistol in his right hand. His T-shirt is also visibly soaked in blood. The room where the body was found is reportedly soundproof, located in the basement of house number 116.
The photo, which has emerged five days after his death, has further intensified public and political pressure on the Haryana government.

No Postmortem Yet: Family Holds Firm Against Government Appeals
Despite the passage of six days since the suicide, Kumar’s postmortem and funeral have not been conducted. His family remains unrelenting in their demand for the removal and arrest of DGP Shatrujeet Kapur, an IPS officer of 1990 batch and action against the officials named in the alleged suicide note.
Multiple high-level meetings between the family and government representatives, including Chandigarh SSP Kanwardeep Kaur, an IPS officer of 2013 batch, and cabinet ministers Krishan Lal Panwar and Krishan Bedi, have failed to break the deadlock.
The absence of a postmortem has become a major challenge for the administration, delaying the final rites and increasing public scrutiny and unrest.
Political Outreach Fails as Family Demands DGP’s Arrest
Although the state government removed SP Narendra Bijarniya, an IPS officer of 2015 batch, one of the officers named in the suicide note, from his post in Rohtak, the family remains firm in demanding his arrest, along with that of DGP Shatrujeet Kapur.
Sources have indicated that despite repeated visits by senior ministers, including late-night meetings with Amneet P. Kumar (Kumar’s wife and 2001 batch senior IAS officer), no compromise could be reached.
At 11 PM on Saturday, both ministers reportedly left empty-handed, signaling growing frustration within the government over its inability to resolve the standoff.

DSP Post Allegedly Offered to Daughter, Family Refused
According to credible media reports, the government allegedly offered a Deputy Superintendent of Police (DSP) post to Kumar’s elder daughter as part of efforts to pacify the family. However, the family declined the offer, indicating they are not interested in political appeasement but want accountability and justice.
There is no official confirmation from the government regarding the offer, but sources suggest that the Centre is actively monitoring the case and has been requesting regular updates.
The transfer of SP Bijarniya was reportedly made only after central intervention, which raises speculation that a major order regarding DGP Kapur may soon follow.
SC/ST Act Section Upgraded: Signals Shift in Legal Strategy
In a significant legal development, Chandigarh Police has amended the section of the SC/ST Act applied in the case. Originally registered under Section 3(1)(r)—which carries a maximum sentence of 5 years and a fine—the charge has now been upgraded to Section 3(2)(v), which allows for life imprisonment and a fine.
This move indicates that the authorities may be preparing for more stringent legal action, possibly in response to community pressure and the sensitive nature of the case.

SC Mahapanchayat Scheduled in Chandigarh
In response to government inaction, the Scheduled Caste (SC) community and supporting organizations have called for a Mahapanchayat in Chandigarh at 2 PM on Sunday. The gathering is expected to witness a significant turnout and may determine the next steps in the protest led by the family and community groups.
