Kolkata: Garden Reach Shipbuilders & Engineers Ltd. (GRSE) has announced the appointment of Captain (IN) P. Sunilkumar (Retd.) as the Director (Corporate Planning & Personnel). The appointment took effect on July 14, 2025, marking a significant internal promotion for a veteran naval officer and experienced shipbuilding executive.
Captain Sunilkumar (Retd.) was previously serving as the Chief General Manager of GRSE’s Fitting Out Unit (FOU), a key production hub managing over 2,000 personnel involved in the outfitting of major naval projects, including three P17A stealth frigates and a survey vessel.

Distinguished Career in Indian Navy and GRSE
Captain P. Sunilkumar Panangadan (Retd.) joined GRSE in September 2016 after a 22-year career as a commissioned officer in the Indian Navy, where he held various operational and maintenance roles onboard warships and in naval dockyards.
His transition to GRSE began as Additional General Manager (Materials), where he was entrusted with managing the supply chain for the ₹20,000+ crore P17A Project, including base and depot spares and import logistics.
Achievements in Corporate Planning and Business Development
In March 2019, Capt. Sunilkumar took over as General Manager (Cost Estimation & Corporate Planning). Under his leadership:
- GRSE formulated a corporate strategy focused on exports.
- Successfully secured GRSE’s first competitive export order.
Promoted to Chief General Manager in July 2022, he spearheaded collaborations with global shipbuilders such as DAMEN (Netherlands) and Naval Group (France).
His tenure also saw the diversification of GRSE’s portfolio into commercial vessels like tugs, dredgers, and multi-purpose ships, and the setup of a Commercial Shipbuilding division. Notably, the company’s order book grew by over ₹10,000 crore, including export orders exceeding ₹400 crore.
Vision 2030 and Strategic Leadership
As head of Corporate Planning, he led the development of “GRSE Vision 2030”, aiming to achieve Navratna PSU status. He also played a key role in the successful Schedule ‘A’ re-categorisation of GRSE – a milestone in the shipyard’s corporate evolution.
Academic and Professional Credentials
Capt. Sunilkumar is an alumnus of the Naval College of Engineering and holds a BTech in Mechanical Engineering from JNU, along with:
- M.Tech in Systems and Control Engineering from IIT Bombay
- Master’s in Defence & Strategic Studies from Madras University (64th DSSC)
- Certifications including PMP®, CISCP, and diplomas in Supply Chain and HR Management
- Personal interests in finance, strategic reading, and motivation, with Level 3 in CFP
