The Central Administrative Tribunal (CAT) has issued a notice to the Karnataka government seeking a detailed explanation on the suspension of senior IPS officer Mr. Vikas Kumar Vikas (2004-batch Karnataka cadre), who was the Additional Commissioner of Police (West), Bengaluru, at the time of the tragic stampede that occurred on June 4, 2025.

The incident, which took place at the M. Chinnaswamy Stadium during a celebratory event marking Royal Challengers Bengaluru’s (RCB) maiden IPL title win, resulted in the deaths of 11 people and injuries to several others. Mr. Vikas, who was overseeing security arrangements at the stadium, was among five senior officers, including Bengaluru Police Commissioner Mr. B. Dayananda (1994-batch Karnataka cadre IPS officer), suspended by the state government in the immediate aftermath of the tragedy.
In response to a petition challenging the suspension, the CAT has asked the state government to present the grounds and justifications for taking such action against Mr. Vikas. The tribunal’s intervention brings focus to the procedural propriety of the suspensions and whether due process was followed before the disciplinary measures were imposed.
It must, however, be mentioned that the Karnataka government has been receiving much criticism from many eminent personalities, such as Dr. Kiran Bedi and several former IPS officers, for their alleged ‘knee-jerk’ move to suspend senior IPS officers, in a bid to steer clear of accountability.
The case is expected to have significant implications for administrative accountability and police leadership in high-pressure public events.
