In a significant development aimed at strengthening governance frameworks, the Central Government has approved a fresh set of transfers and additional charges for several senior Indian Administrative Service officers. The restructuring covers crucial ministries including Health, AYUSH, Parliamentary Affairs, Administrative Reforms and Personnel, reflecting a continued push toward administrative efficiency and coordinated policy execution.
Key Central-Level Appointments and Additional Charges
Ms. Punya Salila Srivastava, a 1993 batch IAS officer and Secretary in the Department of Health and Family Welfare, has been assigned the additional charge of Secretary, Ministry of AYUSH from November 15 to November 30 during the leave tenure of Vaidya Rajesh Kotecha.
Mr. V. Srinivas, a 1989 batch IAS officer and Secretary of the Department of Administration and Public Grievances as well as the Department of Pension and Pensioners’ Welfare, has been repatriated to his parent cadre upon the State Government’s request.
Further strengthening inter-departmental functioning, Ms. Rachna Shah, a 1991 batch IAS officer and Secretary, Department of Personnel and Training, has been given the additional charge of Secretary, Department of Administrative Reforms and Public Grievances and the Department of Pension and Pensioners’ Welfare.
Similarly, Mr. Nikunj Bihari Dal, a 1993 batch IAS officer and Secretary, Ministry of Parliamentary Affairs, will hold the additional charge of Secretary, Department of Justice, Ministry of Law and Justice, from November 17 to November 30 during the leave period of Mr. Neeraj Verma.
Major IAS and ACS Transfers in Assam
On November 15, Assam undertook a substantial bureaucratic reshuffle impacting more than 55 ACS officers along with key IAS officers. The transfer exercise aims to boost administrative responsiveness, district-level management, and developmental planning.
IAS officer Ms. Sanskriti Somani has been appointed as Co-District Commissioner of Rangapara, moving from her earlier posting in Dhakuakhana.
Another major change includes the appointment of Dr. MS Lakshmi Priya, a 2014 batch IAS officer and Commissioner of the Guwahati Municipal Corporation, as Secretary of the Skills, Employment, and Entrepreneurship Department. She will also take on additional responsibilities as Managing Director of the Assam Skills Development Mission and Registrar of the Assam Skills University — a move reflecting the state’s push for employment generation and skill enhancement.
Among ACS officers, several key postings have been reshuffled:
– Mr. Anish Rasool Majumdar: Additional District Commissioner, Kokrajhar
– Ms. Manorama Morang: Additional District Commissioner, West Karbi Anglong
Additional District Commissioners from Kamrup, Barpeta, Baksa, and Jorhat have also been reassigned to bolster district governance mechanisms.
New Responsibilities Assigned in Jammu & Kashmir
Jammu & Kashmir has also issued fresh transfer orders to streamline departmental operations and enhance administrative oversight.
Mr. Neeraj Kumar, Administrative Secretary, Public Grievances Department, will additionally oversee the Guest and Protocol Department until further notice.
Mr. Ramesh Kumar, Divisional Commissioner, Jammu, will also serve as the Resident Commissioner of Jammu and Kashmir in New Delhi.
Mr. Anshul Garg, Divisional Commissioner, Kashmir, has been assigned the charge of Additional Chief Executive Officer, Srinagar Metropolitan Region Development Authority — an important role aligned with urban development and regional planning.
These coordinated changes across multiple states and the Centre illustrate the government’s focus on optimized administrative delivery, leadership strengthening, and policy-driven governance.
