New Delhi: In a major bureaucratic reshuffle aimed at strengthening administrative efficiency and sectoral governance, the Central Government on Wednesday reassigned 41 senior officers, including IAS, IRS, IFS and IA&As officers, to various Joint Secretary-level positions across multiple ministries and departments.
According to an order issued by the Department of Personnel and Training (DoPT), these appointments cover a wide spectrum of crucial sectors including defence, elections, agriculture, healthcare, and finance.
Key Appointments
Bhanu Prakash Yeturu, a 2003-batch IAS officer from the Rajasthan cadre, has been appointed as Deputy Election Commissioner in the Election Commission of India.
Anbalagan P and Sanjay Kumar Agarwal, both senior IAS officers, have been named Joint Secretaries in the Department of Agriculture & Farmers Welfare, tasked with advancing agricultural reforms and farmer welfare schemes.
Manisha Chandra and Meera Mohanty, both experienced administrators, have taken over as Joint Secretaries in the Department of Defence Production, a strategic role focused on strengthening India’s indigenous defence manufacturing ecosystem.
Ishita Ganguli Tripathy has been appointed as Joint Secretary and Additional Financial Advisor, Ministry of Defence, reinforcing fiscal oversight within the defence sector.
Strategic Sectoral Assignments
Ashish Madhaorao has been named Joint Secretary in the Department of Financial Services, a key position amidst India’s evolving banking and financial landscape.
Anshul Mishra, a 2004-batch IAS officer of the Tamil Nadu cadre, will assume the role of Additional Director at AIIMS, New Delhi, marking a major administrative leadership transition in the country’s premier medical institution.
Vrunda Manohar Desai, a senior Indian Revenue Service (Income Tax) officer, has been posted as Additional Director General of Foreign Trade (DGFT) in Delhi, a pivotal post in India’s international trade framework.
Appointments in Technology and Media
Ajit Kumar and Amod Kumar have both been appointed as Joint Secretaries in the Ministry of Electronics & Information Technology, an area critical to the nation’s digital governance and cybersecurity.
Krishna Kumar Nirala, a 2005-batch IAS officer from Gujarat, has been appointed Joint Secretary in the Ministry of Information & Broadcasting, underscoring efforts to enhance media governance and communication strategy.
Vyasan R has been posted as Joint Secretary in the Department of Economic Affairs, where he will contribute to fiscal policy and economic reforms.

Wider Administrative Overhaul
The reshuffle reflects the government’s ongoing efforts to infuse new energy into key departments through experienced officers. It also comes at a time when strategic implementation of various flagship schemes and reforms – across healthcare, defence, digital infrastructure, and agriculture – are high on the national agenda.
The Appointments Committee of the Cabinet, headed by Prime Minister Narendra Modi, has approved these appointments under the Central Staffing Scheme, with most officers expected to serve a tenure of five years or until further notice.
